of witnesses by subpoena. At least ten days' written notice of the time and place of
the hearing shall be given the licensee by registered mail addressed to the
post-office address as shown on the annual registration, or other information in the
possession of the Board. THE ACTION OF THE BOARD SHALL BE
REDUCED TO WRITING, STATING ALSO THE REASONS FOR THE
ACTION AND A COPY SHALL BE DELIVERED OR MAILED TO THE
PERSON AGAINST WHOM COMPLAINT IS MADE; THE PARTY SHALL
HAVE THE RIGHT OF APPEAL TO THE CIRCUIT COURT OF THE CITY
OR COUNTY WHEREIN HE MAY HAVE HIS OFFICE, THE JUDGE OR
JUDGES OF WHICH THE COURT SHALL FULLY HEAR AND
DETERMINE ALL MATTERS DE NOVO CONNECTED WITH THE
ACTION OF THE BOARD FROM WHICH APPEAL IS TAKEN. BOTH
THE PARTY AND THE BOARD SHALL HAVE A FURTHER RIGHT OF
APPEAL FROM THE DECISION OF THE CIRCUIT COURT TO THE
COURT OF APPEALS OF MARYLAND, SUBJECT GENERALLY TO THE
TIME AND MANNER PROVIDED FOR THE TAKING OF SUCH
APPEALS TO THE COURT OF APPEALS. AT ANY TIME WITHIN TWO
YEARS FROM THE REVOCATION OR SUSPENSION OF ANY LICENSE,
THE BOARD REVOKING OR SUSPENDING THE SAME MAY, BY A
VOTE OF FOUR MEMBERS, ISSUE WITHOUT EXAMINATION [[OF]]
A NEW LICENSE TO THE PERSON WHOSE LICENSE WAS SO
REVOKED OR SUSPENDED; BUT AFTER THE EXPIRATION OF TWO
YEARS THAT PERSON MAY OBTAIN A LICENSE ONLY BY
COMPLIANCE WITH THE SAME REQUIREMENTS WHICH ARE
IMPOSED ON OTHER APPLICANTS FOR LICENSE UNDER THIS
SUBTITLE.

[(b) Any person aggrieved by the action of the Board in suspending or
revoking a license, may appeal to the Baltimore City Court, if the licensee has his
office in Baltimore City or the circuit court of the county wherein the licensee has
his office, where the matter shall be heard de novo, with a further right of appeal
to the Court of Appeals of Maryland.]

A fee of [twenty-five dollars ($25.00)] FIFTY DOLLARS ($50.00) shall be
paid to the secretary of the Board at the time of filing application by each
applicant for examination under this subtitle. Every person licensed under the
provisions of this subtitle for the practice of veterinary medicine shall be required
TO APPLY ANNUALLY AND to pay the Board an annual registration fee of
(ten dollars ($10.00)] TWENTY-FIVE DOLLARS ($25.00) for the privilege of
continuing [such] THE license. The receipts from examination and annual
registration fees shall be paid to the [Treasurer] STATE COMPTROLLER and
shall [[ BE PLACED IN A SPECIAL FUND TO THE CREDIT OF THE
BOARD AND SHALL BE USED TO DEFRAY THE COST OF EXECUTING
AND ENFORCING THE PROVISIONS OF THIS SUBTITLE, AND ANY
UNEXPENDED BALANCE IN SAID FUND AT THE END OF EACH
FISCAL YEAR SHALL BE CARRIED FORWARD TO THE CREDIT OF
THE FUND FOR THE FOLLOWING FISCAL YEAR.]] [[]]]become general
funds of the State. Such moneys shall thereafter be disbursed by the Comptroller
only pursuant to an appropriation made in accordance with §§ 32 and 52 of
Article 3 of the Constitution or pursuant to the provisions of §§ 1 through 15,
inclusive, of Article 15A of this Code, title "Budget and Procurement," as
amended from time to time. [[]]]
