Ch. 800                            MARVIN MANDEL, Governor                                  1659

have and] MAY exercise in Washington County the same authority and power
conferred upon the State Board of Commissioners of Practical Plumbing [,] by
this subtitle , EXCEPT AS TO THE PROVISIONS OF SECTION 325C OF
THIS ARTICLE. Any person who holds a certificate or permit heretofore issued
by the State Board of Commissioners of Practical Plumbing or any person who
has been actively engaged in the plumbing business for the past five (5) years as of
June 1, 1963, and who is engaged in the plumbing business in Washington County
at the time of making application, shall be eligible to apply to the Washington
County plumbing board for examination for a master plumber's certificate. [Said]
THE applicant shall state where he desires to engage in the plumbing business, and
any such person who can meet the requirements of the Maryland State Board of
Commissioners of Practical Plumbing, [shall have and] may exercise all the rights
and privileges which a holder of such certificate or permit has under the provisions
of this subtitle. The Washington County plumbing board [,] in its discretion [,]
based upon the training and experience of any applicant [,] in excess of the
minimum requirements as set forth hereinabove, may accept such training and
experience in lieu of the REQUIRED examination [required herein].

(2)   The said board shall demand and receive from such applicant for a
certificate of competency, the sum of $25.00 at the time of the issuance of said
certificate, and the sum of $15.00 for the renewal thereof each and every year
thereafter on or before the first day of May, and said board at any time shall issue
any renewal without requiring any other examination. Said board may demand and
receive from each journeyman plumber the sum of $2.00 at the time of issuance of
the first certificate to said journeyman plumber and the sum of $1.00 for the
renewal thereof each and every year thereafter on or before the first day of May;
and said board, at any time, shall issue any renewal without requiring any other
examination but no charge shall be made for the issuing of permits or renewal of
permits to apprentices, provided, however, that such certificate of competency or
any renewal thereof shall be issued by Washington County plumbing board to any
person holding a license from the State Board of Commissioners of Practical
Plumbing upon payment of requisite fees and without examination.

(3)  The provisions of this section shall not be applicable to well drillers who
install pumps in connection with the drilling of wells nor to persons in the business
of installing and repairing water pumps all of whom were in business on April 1,
1963.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 801

(House Bill 778)

AN ACT to repeal and re-enact, with amendments, Sections 380, 381, 382 of
Article 66C of the Annotated Code of Maryland (1970 Replacement Volume),
title "Natural Resources," subtitle "Forests and Parks," subheading "Fire
Hazards-Abatement of," increasing the penalty to a specified amount for failure
to clear safety strips of railroad tracks.
