AN ACT to add new Section 12-104.1 to Article 66-1/2 of the Annotated Code of
Maryland (1970 Replacement Volume), title "Vehicle Laws," subtitle "Subtitle
12. Equipment of Vehicles," subheading "Part I. Scope and Effect of
equipment Provisions," to follow immediately after Section 12-104 thereof to
[[forbid certain persons from altering certain motor vehicles so as to reduce the
effectiveness of another vehicle's safety bumpers in the event of certain collisions
with the altered vehicle.]] forbid a person from altering certain motor vehicles
so as to reduce the effectiveness of the bumpers of the altered vehicle in
collisions, and to authorize the Motor Vehicle Administration and the
Automotive Safety Enforcement Division of the Maryland State Police jointly
the power to promulgate Rules and Regulations relating to bumpers as used in
section 12-104.1.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 12-104.1 be and it is hereby added to Article
66-1/2 of the Annotated Code (1970 Replacement Volume), title "Vehicle Laws,"
subtitle "Subtitle 12. Equipment of Vehicles," subheading "Part I. Scope and
Effect of Equipment Provisions," to follow immediately after Section 12-104
thereof, to read as follows:
12-104.1
[(NO PERSON SHALL WILFULLY OR INTENTIONALLY ALTER
ANY]] NO CLASS A PASSENGER MOTOR VEHICLE OR ANY CLASS E
ONE-HALF OR THREE-QUARTER TON TRUCK WHICH HAS BEEN
WILFULLY OR INTENTIONALLY ALTERED IN ANY MANNER THAT
WOULD REDUCE THE EFFECTIVENESS OF [[ANOTHER VEHICLE'S
SAFETY]] ITS BUMPERS IN THE EVENT OF A COLLISION WITH
[[THE ALTERED]] ANOTHER VEHICLE, [[IF IT IS INTENDED THAT
THE ALTERED VEHICLE BE OPERATED UPON THE HIGHWAYS OF
THIS STATE.]] SHALL BE OPERATED UPON THE HIGHWAYS OF
THIS STATE. THE MOTOR VEHICLE ADMINISTRATION AND THE
AUTOMOTIVE SAFETY ENFORCEMENT DIVISION OF THE
DEPARTMENT OF MARYLAND STATE POLICE JOINTLY SHALL
PROMULGATE RULES AND REGULATIONS RELATING TO BUMPERS
AS USED IN THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.
