(1) Conservation of soil, vegetation, water, fish, shellfish, and wildlife.
(2) Trapping, hunting, fishing, and shellfishing where otherwise legally
permitted.
(3) Exercise of riparian rights to make improvements to lands bounding on
navigable waters to preserve access to such navigable waters or to protect the shore
against erosion.
(4) RECLAMATION OF FAST LAND OWNED BY A NATURAL
PERSON AND LOST DURING HIS OWNERSHIP OF THE LAND BY
EROSION OR AVULSION TO THE EXTENT OF PROVABLE
PREEXISTING BOUNDARIES. THE RIGHT TO RECLAIM LOST FAST
LAND RELATES ONLY TO FAST LAND LOST AFTER JANUARY 1,
1972, AND THE BURDEN OF PROOF THAT THE LOSS OCCURRED
AFTER THIS DATE IS ON THE OWNER OF THE LAND.
[[SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
prospective in its reference to reclamation of lost fast land, and the burden of
proving that the loss occurred after the effective date herein is on the owner.]]
SECTION 2. [[3]] AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 40A(d) of Article 40
of the Annotated Code of Maryland (1971 Replacement Volume and 1972
Supplement), title "General Assembly," subtitle "Committee on Administrative,
Executive and Legislative Review," to deal with the relationship of the
Committee on Administrative, Executive and Legislative Review and of its
members to the Legislative Council, the General Assembly and the Department
of Legislative Reference; to specify the source of funds, staff assistance and
procedural aid for the committee; and to clarify the punctuation therein.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 40A(d) of Article 40 of the Annotated Code of
Maryland (1971 Replacement Volume and 1972 Supplement), title "General
Assembly," subtitle "Committee on Administrative, Executive and Legislative
Review," be and it is hereby repealed and re-enacted, with amendments, to read as
follows:
40A.
(d) The committee [is an adjunct of the Legislative Council, by which it] shall
be supplied with [funds,] staff assistance [,] and procedural aid FROM THE
DEPARTMENT OF LEGISLATIVE REFERENCE, AND THE COMMITTEE
MEMBERS SHALL BE REIMBURSED FOR THEIR EXPENSES
INCURRED ON COMMITTEE BUSINESS FROM THE GENERAL
LEGISLATIVE EXPENSES FUND AS ADMINISTERED BY THE
LEGISLATIVE ACCOUNTING OFFICE; and the committee has also the same
