130A.
(I) [[FROM AND AFTER]] BEGINNING JULY 1, 1973, THE STATE
SHALL PAY FIFTY PERCENT OF THE ANNUAL COST OF DEBT
SERVICE ON SCHOOL CONSTRUCTION DEBT INCURRED BY THE
COUNTIES AND BALTIMORE CITY WHICH WAS OUTSTANDING OR
OBLIGATED ON OR AFTER JUNE 30, 1967, FOR CONTRACTS LET
PRIOR TO JUNE 30, 1967 , BEGINNING JULY 1, 1974. THE STATE
SHALL PAY 60 PER CENT (60%) OF SUCH DEBT; BEGINNING JULY 1,
1975, THE STATE SHALL PAY 75 PER CENT (75%) OF SUCH DEBT: AND
FROM AND AFTER JULY 1, 1976, THE STATE SHALL PAY 100 PER
CENT (100%) OF SUCH DEBT.
SEC. 2. AND BE IT FURTHER ENACTED, That notwithstanding any other
law, or the construction of any other law, the expenditure of. sums in fiscal year
1970 and fiscal year 1971 which were included in the State budgets for said fiscal
years, for the purpose of sharing in the debt service on school construction debt
incurred by the counties and Baltimore City which was outstanding or obligated on
or after June 30. 1967. for contracts let prior to June 30, 1967, is hereby declared
to be valid.
SECTION [[2]] 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1973.

AN ACT to add new Sections 12A through 12H [ [of]] to Article 32A of the
Annotated Code of Maryland (1971 Replacement Volume), title "Department
of Law", to follow immediately after existing Section 12 thereof, to add new
Section 16C to Article 78A of the Annotated Code of Maryland (1969
Replacement Volume and 1972 Supplement), title "Public Works", to follow
immediately after existing Section 16B thereof, providing for legal
representation by the Attorney General of officers and employees of the State of
Maryland under certain circumstances, providing for the nature of the
agreement to be entered into between the officer or employee and the Attorney
General relating to such legal representation, providing for special counsel to be
appointed in certain circumstances, providing for the recovery from the moving
party of costs and expenses of defense in the event of proceedings of bad faith,
providing for the Board of Public Works in its discretion to pay all or part of a
court judgment rendered against an officer or employee of the State of
Maryland from a fund or funds therefor _,_ after written application and a
hearing and generally relating to the legal defense of and court judgments
against officers and employees of the State of Maryland.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 12A through 12H be and they are hereby added
to Article 32A of the Annotated Code of Maryland (1971 Replacement Volume),
title "Department of Law", to follow immediately after existing Section 12 thereof,
to read as follows:
