AND WHOSE ESTABLISHMENT IS CLOSED FOR BUSINESS ON THAT
DAY. THE TERM "A DAY OTHER THAN SUNDAY" AS USED HEREIN
SHALL MEAN ANY CONSECUTIVE TWENTY-FOUR HOUR PERIOD.
(E) THE STATE'S ATTORNEY OF HARFORD COUNTY MAY
PETITION THE CIRCUIT COURT TO ENJOIN ANY VIOLATION OF
THIS SECTION.
(F) ANY PERSON, FIRM, PARTNERSHIP, OR CORPORATION
VIOLATING THE PROVISIONS OF THIS SECTION IS GUILTY OF A
MISDEMEANOR, AND UPON CONVICTION. IS SUBJECT TO THE
FOLLOWING PENALTIES: A FINE NOT TO EXCEED ONE THOUSAND
DOLLARS ($1,000.00) OR AN ORDER CLOSING THE BUSINESS
ESTABLISHMENT UP TO TEN BUSINESS DAYS, OR BOTH. NOTHING
HEREIN SHALL BE CONSTRUED TO PERMIT A FINE OF AN
EMPLOYEE OR AGENT CAUSED OR DIRECTED BY HIS EMPLOYER
OR PRINCIPAL TO VIOLATE THE PROVISIONS OF THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(House Bill 13)
AN ACT to amend Section 52 of Article III of the Constitution of Maryland, title
"Legislative Department," by the addition of a new subsection (5A) thereto, to
follow immediately after subsection (5) thereof, imposing certain requirements
for a balanced budget, requiring that the budget bill as submitted by the
Governor, supplemented by the Governor, and amended by the General
Assembly contain proposed appropriations not in excess of total estimated
revenues, relating generally to the contents and totals in the budget bill, and
submitting this amendment to the qualified voters of the State for adoption or
rejection.
SECTION . BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, (three-fifths of all the members elected to each of the two houses
concurring), That the following section be and the same is hereby proposed as an
amendment to Section 52 of Article III of the Constitution of Maryland, title
"Legislative Department," the same, if adopted by the legally qualified voters of
the State, as herein provided, to become a part of the Constitution of Maryland:
(5A) THE BUDGET AND THE BUDGET BILL AS SUBMITTED BY THE
GOVERNOR TO THE GENERAL ASSEMBLY SHALL HAVE A FIGURE
FOR THE TOTAL OF ALL PROPOSED APPROPRIATIONS AND A
FIGURE FOR THE TOTAL OF ALL ESTIMATED REVENUES
AVAILABLE TO PAY THE APPROPRIATIONS, AND THE FIGURE FOR
TOTAL PROPOSED APPROPRIATIONS SHALL NOT EXCEED THE
FIGURE FOR TOTAL ESTIMATED REVENUES. NEITHER THE
GOVERNOR IN SUBMITTING AN AMENDMENT OR SUPPLEMENT TO
THE BUDGET BILL NOR THE GENERAL ASSEMBLY IN AMENDING
THE BUDGET BILL SHALL THEREBY CAUSE THE FIGURE FOR
TOTAL PROPOSED APPROPRIATIONS TO EXCEED THE FIGURE FOR
