[(a) The Circuit Court for Harford County is hereby authorized and empowered
to designate, appoint and employ some competent and suitable male person to act
as parole officer for Harford County, who shall be known as Director of
Probation, and who shall be charged with the duty of supervising persons paroled
by the Judges of the Circuit Court under such rules and regulations as the court
may in its discretion promulgate; and it shall also be the duty of said Director to
investigate and report to the Circuit Court, any case referred to him by the court
for investigation. When directed by the court he shall investigate and report to the
court in writing on the circumstances of the offense, criminal record, social history
and present condition of any person charged with or convicted of any crime or
offense, and whenever desirable and facilities exist therefor, may also obtain a
physical and mental examination of such person and report thereon to the Circuit
Court prior to the disposition or sentence by the Court. He shall also, when
requested by the Circuit Court, investigate any violation or alleged violations of
the orders passed by the Circuit Court in cases involving non-support, bastardy
and aged and indigent parent laws; and he shall keep a complete record of all cases
referred to him.
(b) The Trial Magistrates of Harford County may, in any case wherein a
suspended sentence may have been imposed, place the convicted offender upon
probation, and said parole officer shall take such steps as may be necessary to see
that the terms upon which sentence was suspended are complied with, including
payments for non-support and restitutions of money or property.
(c) The Director shall receive such salary as the Judges of the Circuit Court and
the County Commissioners may order and approve, to be paid in regular monthly
installments, by the County Commissioners of Harford County. In addition to his
salary, the Director shall be allowed his office expenses and actual traveling
expenses when in the discharge of his duty, said office and traveling expenses to be
paid by the County Commissioners upon the approval and order of said Court.
(d) The Director of Probation shall and is hereby authorized to assess a charge
of 2% of the monies ordered by the Circuit Court or Trial Magistrate to be paid
by errant fathers or husbands to support their children or in payment of alimony
for the purpose of defraying expenses for the collection and distribution of same.
The books of accounts and records of the Director's office shall be audited on an
annual basis.]
SECTION [[2.]] 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1973.

AN ACT to repeal and re-enact, with amendments, Section 11-101 of Article 66
1/2 of the Annotated Code of Maryland (1970 Replacement Volume and 1972
Supplement), title "Vehicle Laws," subtitle "11. Rules of the Road,"
subheading "Part I. Obedience to and Effect of Traffic Laws"; to add
Dorchester County to the list of those counties in which operation of a motor
vehicle on private property, which is generally used by the public, in violation of
the provisions of this subtitle is deemed in violation of the law to the same
extent as if the motor vehicle were being operated on a public highway, and
