(2) IF, UPON INSPECTION, [[ADMINISTRATION]] DEPARTMENT
REPRESENTATIVES FIND THAT THE TERMS AND CONDITIONS OF
THE LICENSE ARE NOT BEING OBSERVED, THE APPLICANT SHALL
BE GIVEN WRITTEN NOTICE OF THE DEFECT AND 5 DAYS WITHIN
WHICH TO MAKE THE NECESSARY CHANGE. IF, UPON A SECOND
INSPECTION, THE REQUIREMENTS HAVE NOT BEEN MET THE
LICENSE MAY BE REVOKED BY THE [[DIRECTOR]] SECRETARY.
LICENSEES SHALL BE ADVISED IN WRITING OF THE FINDINGS AND
RESULTS OF EVERY INSPECTION.

174G.

(1) THESE REGULATIONS ARE NOT APPLICABLE TO ANY
AGENCY OF THE UNITED STATES, OF THE STATE OF MARYLAND
OR ANY OF ITS COUNTIES OR CITIES AND SUCH AGENCIES ARE
AUTHORIZED TO FEED AT ANY TIME WITHOUT THE LICENSE
HEREIN PROVIDED FOR.

174H.

(1) ANY PERSON MAY FEED MIGRATORY WATERFOWL AT ANY
TIME UNDER THE AUTHORITY OF THESE REGULATIONS WITHOUT
APPLYING FOR OR OBTAINING A LICENSE PROVIDED:

(A)  THAT THE AREA IN WHICH SUCH FEEDING IS DONE IS AN
AREA WHERE THE HUNTING OF WATERFOWL IS NOT
CONTEMPLATED OR DONE; OR

(B)     THAT WHERE THE HUNTING OF WATERFOWL IS
CONTEMPLATED OR DONE SUCH FEEDING SHALL CEASE AND ALL
FOOD PUT OUT SHALL HAVE BEEN CONSUMED OR REMOVED AT
LEAST 10 DAYS PRIOR TO THE OPENING OF THE WATERFOWL
SEASON AND SUCH FEEDING MAY NOT BE RESUMED UNTIL 1 DAY
AFTER THE CLOSE OF THE SEASON.

174-I.

THE PROVISIONS OF THIS SUBTITLE SHALL APPLY IN ADDITION
TO ANY FEDERAL LAWS OR REGULATIONS GOVERNING THE
FEEDING OF WILD WATERFOWL.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(Senate Bill 885)

AN ACT to add new Section 354C to Article 48A of the Annotated Code of
Maryland (1972 Replacement Volume), title "Insurance Code," subtitle "20.
Nonprofit Health Service Plans," to follow immediately after Section 354B
thereof, to provide that no corporation licensed in accordance with any Section
of the Subtitle may make any underwriting judgment with respect to a service
for which the license is required which is arbitrary, unfair, capricious or unfairly
discriminatory, or, for any unfair, arbitrary, capricious or unfairly
