DAYS, WITH EXTENSIONS FOR PERIODS NOT TO EXCEED
FORTY-FIVE (45) DAYS, NOTWITHSTANDING THE FACT THAT THE
ENVIRONMENTAL IMPACT STATEMENT HAS NOT BEEN
COMPLETED. ANY EXECUTIVE ORDER ISSUED UNDER THIS
SUBSECTION, NOTICE OF EACH EXTENSION, AND A STATEMENT OF
JUSTIFICATION FOR THE ORDER OR EXTENSION SHALL BE MADE
PUBLIC. THE ISSUANCE OF ANY ORDER OR EXTENSION UNDER
THIS SUBSECTION, UNLESS THE ACTION IS IRREVOCABLE AND
NOT SUBJECT TO SUBSEQUENT MODIFICATION, SHALL NOT IN
ANY OTHER WAY AFFECT THE REQUIREMENTS OF SECTION 451(A)
OF THIS SUBTITLE, AND THE AGENCY SHALL PROCEED, WHILE
THE ORDER OR EXTENSION IS IN EFFECT, WITH THE
PREPARATION OF THE ENVIRONMENTAL IMPACT STATEMENT
AND THE AGENCY REVIEW PROCESS.

(D) IF THE GOVERNOR FINDS, ON THE BASIS OF AN
ENVIRONMENTAL IMPACT STATEMENT, THAT A PROPOSED STATE
ACTION, OR SOME PORTION OF SUCH ACTION, WILL THREATEN
THE PUBLIC HEALTH AND WELFARE, HE MAY, BY EXECUTIVE
ORDER, DECLARE THAT SUCH ACTION, OR PORTION OF SUCH
ACTION, MAY NOT BE UNDERTAKEN FOR A PERIOD OF NOT TO
EXCEED NINETY (90) DAYS NOTWITHSTANDING THE FACT THAT
THE AGENCY IS PREPARED TO TAKE THE ACTION AND IS
OTHERWISE IN COMPLIANCE WITH THE LAW. ANY EXECUTIVE
ORDER ISSUED UNDER THIS SUBSECTION AND A STATEMENT OF
JUSTIFICATION FOR THE ORDER SHALL BE MADE PUBLIC. ]]

[[452.      ANNUAL STATE AGENCY ENVIRONMENTAL REVIEW
REPORTS.

EACH STATE AGENCY THAT TAKES ACTIONS THAT
SIGNIFICANTLY AFFECT THE QUALITY OF THE ENVIRONMENT
SHALL SUBMIT A REPORT TO THE GOVERNOR, THE GENERAL
ASSEMBLY, AND THE PEOPLE OF MARYLAND, NO LATER THAN
OCTOBER 1, 1973, THAT SHALL REVIEW AGENCY DECISION-MAKING
IN LIGHT OF THE POLICY SET FORTH IN THIS SUBTITLE. THESE
REPORTS SHALL BE PREPARED ANNUALLY AND SHALL INCLUDE,
BUT NEED NOT BE LIMITED TO.

(A)     A REVIEW OF PRESENT STATUTORY AUTHORITY,
ADMINISTRATIVE REGULATIONS, AND CURRENT POLICIES AND
PROCEDURES FOR THE PURPOSE OF DETERMINING WHETHER
THERE ARE ANY DEFICIENCIES OR INCONSISTENCIES THEREIN
THAT PROHIBIT OR INHIBIT FULL COMPLIANCE WITH THE
PURPOSES AND PROVISIONS OF THIS SUBTITLE;

(B)  PROPOSALS FOR SUCH MEASURES AS MAY BE NECESSARY
TO BRING THEIR AUTHORITY AND POLICIES INTO CONFORMITY
WITH THE INTENT, PURPOSES, AND PROCEDURES SET FORTH IN
THIS SUBTITLE; AND

(C)  A REVIEW OF ACTIVITIES UNDERTAKEN OR PROPOSED BY
THE AGENCY IN ORDER TO ENSURE FULL COMPLIANCE WITH THE
PURPOSES AND PROVISIONS OF THIS SUBTITLE.]]
