AN ACT to repeal and re-enact, with amendments, Section 1-181 of Article 66
1/2 of the Annotated Code of Maryland (1970 Replacement Volume and 1972
Supplement), title "Vehicle Laws," subtitle "Words and Phrases Defined"; to
repeal and re-enact, with amendments, Section 3-810 of the same Article and
title, subtitle "Certificates of Title and Registration of Vehicles," subheading
"Fees Connected with Registration and Titling": to repeal and re-enact, with
amendments, Section 11-706 of the same Article and title, subtitle "Rules of the
Road," subheading "Special Stops Required"; to repeal and re-enact, with
amendments, Section 11-806(b) of the same Article and title, subtitle "Rules of
the Road," subheading "Speed Restrictions"; to repeal and re-enact, with
amendments, Sections 12-218(b), 12-218(e) and 12-228 of the same Article and
title, subtitle "Equipment of Vehicles," subheading "Lamps and Other Lighting
Equipment"; to repeal and re-enact, with amendments, Section 15-109 of the
same Article and title, subtitle "Respective Powers of State and Local
Authorities"; to repeal Section 12-403.1 of the same Article and title, subtitle
"Equipment of Vehicles," subheading "Other Equipment"; to add new Section
3-401.1 to the same Article and title, subtitle "Certificates of Title and
Registration of Vehicles," subheading "Registration of Vehicles," to follow
immediately after Section 3-401 thereof; to add new Section 12-417 to the same
Article and title, subtitle "Equipment of Vehicles," subheading "Other
Equipment," to follow immediately after Section 12-416 thereof, to re-define a
school bus as a Type 1 School Vehicle; to define a Type II School Vehicle; to
make certain vehicle exceptions and to define certain terms; to provide for the
manner in which school vehicles shall be registered and to establish the
registration fees; to remove unneeded language relating to warning lights and
their use; to clarify references to school vehicle warning lights; to repeal an
unneeded section relating to mirrors; to revise the speed limitations for I [school
buses 11 certain school vehicles; to limit use of the color National School Bus
Yellow to school vehicles; to clarify the provisions for school vehicle regulations,
to provide for regulating Type II School Vehicles, to permit designation of
certain areas of major responsibility for appropriate agencies, and generally
relating to requirements for school vehicles.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 1-181 of Article 66 1/2 of the Annotated Code of
Maryland (1970 Replacement Volume and 1972 Supplement), title "Vehicle
Laws," subtitle "Words and Phrases Defined." be and it is hereby repealed and
re-enacted, with amendments; that Section 3-810 of the same Article and title,
subtitle "Certificates of Title and Registration of Vehicles," subheading "Fees
Connected with Registration and Titling," be and it is hereby repealed and
re-enacted, with amendments; that Section 11-706 of the same Article and title,
subtitle "Rules of the Road," subheading "Special Stops Required," be and it is
hereby repealed and re-enacted, with amendments; that Section 11-806(b) of the
same Article and title, subtitle "Rules of the Road," subheading "Speed
Restrictions," be and it is hereby repealed and re-enacted, with amendments; that
Sections 12-218(b), 12-218(e) and 12-228 of the same Article and title, subtitle
"Equipment of Vehicles," subheading "Lamps and Other Lighting Equipment," be
and they are hereby repealed and re-enacted, with amendments; that Section
15-109 of the same Article and title, subtitle "Respective Powers of State and
Local Authorities," be and it is hereby repealed and re-enacted, with amendments;
that Section 12-403.1 of the same Article and title, subtitle "Equipment of
Vehicles," subheading "Other Equipment," be and it is hereby repealed; that new
Section 3-401.1 be and it is hereby added to the same Article and title, subtitle
"Certificates of Title and Registration of Vehicles," subheading "Registration of
