for any reason, the invalidity shall not affect the other provisions or any other
application of this Act which can be given effect without the invalid provisions or
application, and to this end all the provisions of this Act are declared to be
severable.

SECTION 3. AND BE IT FURTHER ENACTED, That the provisions of this
Chapter shall apply to dealer agreements [[entered into beginning]] , and all
renewals and extensions thereof, entered into on or after July 1, 1973.

CHAPTER 663
(Senate Bill 221)

AN ACT to add new Sections 92 through 100, inclusive, to Article 40 of the
Annotated Code of Maryland (1971 Replacement Volume and 1972
Supplement), title "General Assembly," to follow immediately after Section 91
thereof and to be under the new subtitle "Legislative Security," to prohibit and
provide a penalty for conduct that is disruptive of the legislative process, to
define what conduct is disruptive, to provide that certain members of the
Maryland State Police are the security force for the General Assembly, and
generally relating to the maintenance of the integrity and orderly progression of
the legislative process.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 92 through 100, inclusive, title "General
Assembly," be and they are hereby added to Article 40 of the Annotated Code of
Maryland (1971 Replacement Volume and 1972 Supplement), to follow
immediately after Section 91 thereof and to be under the new subtitle "Legislative
Security," and all to read as follows:

[[INTERFERENCE WITH THE LEGISLATIVE PROCESS]]

LEGISLATIVE SECURITY
92. DISTURBANCE OF MEETING.

NO PERSON MAY WILLFULLY [[DISTURB,]] DISRUPT, OR
INTERFERE WITH, OR ATTEMPT TO [[DISTURB,]] DISRUPT, OR
INTERFERE WITH ANY SESSION, MEETING, OR PROCEEDING OF
THE LEGISLATURE, EITHER HOUSE THEREOF, OR ANY COMMITTEE
OF THE LEGISLATURE OR EITHER HOUSE THEREOF BY:

1.    MAKING [[UNREASONABLE NOISE]] SUCH NOISE EITHER
INDIVIDUALLY OR IN CONCERT WITH OTHERS AS TENDS TO BE
DISRUPTIVE:

2.   USING ABUSIVE OR OBSCENE LANGUAGE OR MAKING AN
OBSCENE GESTURE;

3.    ENGAGING IN VIOLENT, TUMULTUOUS OR THREATENING
BEHAVIOR;
