re-enacted, with amendments, to read as follows:
2.

(a)   The certificate of "certified public accountant" shall be granted by the
Board to any person:

(1)  Who is a citizen of the United States, or has duly declared his intention
of becoming such citizen, and

(2)  Who is and has been a resident of Maryland continuously for at least one
year immediately preceding the date of filing his examination application, and

(3)  Who has attained the age of [twenty-one] EIGHTEEN years, and

(4)  Who is of good moral character, and

(5)   Who meets the requirements of education or experience specified in
Section 3 hereof, and

(6)  Who shall have passed a written examination conducted by or in behalf of
the Board as specified and directed in Section 4, or as to whom the examination
shall have been waived under Section 5.

SECTION 38. AND BE IT FURTHER ENACTED, That Section 50 of
Article 77A of the Annotated Code of Maryland (1969 Replacement Volume and
1972 Supplement), title "Higher Education," subtitle "Scholarships," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

50.

Any college student or other person, who is under [twenty-one) EIGHTEEN
years of age, and eligible for or receiving benefits from any State scholarship, loan,
tuition fee grant, remission of fixed charges, fellowship, Federal student loan
program, or student loan program conducted by an institution of higher education,
under this article, may for the purpose of obtaining such benefits, execute notes,
contracts or make such agreements as may be necessary to obtain such benefits in
the same manner and with the same effect as though such person were
[twenty-one] EIGHTEEN years of age, and shall be barred from asserting the
defense of disability of infancy in any action brought by or on behalf of the State,
or any agency thereof against the recipient of such benefits, with respect thereto.

SECTION 39. AND BE IT FURTHER ENACTED, That Section 78(b) of
Article 78 of the Annotated Code of Maryland (1969 Replacement Volume), title
"Public Service Commission Law," subtitle "Procedure Before Commission," be
and it is hereby repealed and re-enacted, with amendments, to read as follows:

78.

(b)  Service of subpoenas shall be sufficient only if made personally through the
sheriffs office in the city or county in which service may be made, or by any
person [of lawful age] EIGHTEEN YEARS OF AGE OR MORE.

SECTION 40. AND BE IT FURTHER ENACTED, That Section 294(c) of
Article 81 of the Annotated Code of Maryland (1969 Replacement Volume and
1972 Supplement), title "Revenue and Taxes," subtitle "Income Tax," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
