The Department upon receipt of satisfactory evidence of the death of the person
who signed the application of a [minor] PERSON UNDER EIGHTEEN
YEARS OF AGE for a license shall suspend the license and shall not reinstate the
license until a new application is signed and certified as required by this article.
This provision does not apply if the minor has attained the age of 121 ] 18 years.

The Department may require any person under [21] 18 years of age who has
been convicted in this State of an offense under this article involving a motor
vehicle actually in motion, to attend the drivers rehabilitation clinic as provided by
the Department.
SECTION 31. AND BE IT FURTHER ENACTED, That Sections 86, 403
and 510(c) of Article 66C of the Annotated Code of Maryland (1970 Replacement
Volume), title "Natural Resources," subtitles "Agriculture," "Forests and Parks,"
and "Mining," subheadings "Soil Conservation," "Tree Experts," and "In
General," be and they are hereby repealed and re-enacted, with amendments, to
read as follows:
86.
The University of Maryland is hereby authorized and empowered:
(1) To formulate, pursuant to the standards therefor set forth in Sec. 7(a) of
said act of Congress, agricultural plans for this State for each calendar year,
commencing with the year 1938, and from time to time to make such revisions in
such State agricultural plans as may be necessary to conform to such standards;
(2) To utilize, in formulating and revising such State agricultural plans, the
assistance of the Agricultural Extension Service and the Agricultural Experiment
Station;
(3) To designate in such plans the University of Maryland as the State agency
of the State of Maryland to administer such State agricultural plans;
(4) To submit such State agricultural plans to the Secretary of Agriculture of
the United States, prior to such time and in such manner and form as the said
Secretary may prescribe;
(5) To receive on behalf of the State of Maryland any grants made pursuant to
Sec. 7 of said Soil Conservation and Domestic Allotment Act, and to utilize and
expend such grants in accordance with the provisions of such State agricultural
plans as may have been approved by said Secretary of Agriculture;
(6) To provide for the selection of a State Advisory Board, to be composed of
five persons [of legal age] OVER EIGHTEEN YEARS OF AGE, residents in
this State, who shall be selected from the standpoint of their qualification by actual
farming experience and comprehensive understanding of the agricultural problems
of this State;
(7) To make provisions for the establishment of State, county and community
committees or associations of agricultural producers, organized for such purpose,
and for participation by them in the administration of such State agricultural
plans;
