Application for examination for certification as a psychologist or for
certification without examination as a psychologist shall be upon the forms
prescribed by the Board. The Board shall certify as a psychologist any person who
pays the prescribed fee, who passes a satisfactory examination in psychology, and
who submits evidence verified by oath and satisfactory to the Board that he:
(1) Is at least [twenty-one years] EIGHTEEN years of age;
(2) Is of good moral character;
(3) Is a citizen of the United States or has legally declared his intention of
becoming such a citizen;
(4) Has received the doctoral degree based on a program of studies whose
content was primarily psychological from an accredited educational institution
having an appropriate graduate program, or a program of studies judged by the
Board to be equivalent in both subject matter and extent of training;
(5) Has had at least two years of professional experience in psychology.

An applicant for registration shall pay a fee of $50 and shall show to the
satisfaction of the Board that he
(1) Is a person of good moral character.
(2) Is [21] 18 years of age or older.
(3) Has an education equivalent to a four-year course in a standard high school.
(4) Is free from contagious or infectious disease.

The Board shall admit to examination for licensing as a nursing home
administrator any candidate who pays the fee currently established by the Board
and submits evidence of good character and suitability prescribed by the Board,
including that he is at least [twenty-one] EIGHTEEN years old, that he is a
citizen of the United States or has duly declared his intention of becoming a
citizen of the United States, and that he has completed education, instruction, and
training satisfactory to the Board.
SECTION 21. AND BE IT FURTHER ENACTED, That Sections 4(a) and 8
of Article 43A of the Annotated Code of Maryland (1971 Replacement Volume),
title "Higher Education Loan Program," be and they are hereby repealed and
re-enacted, with amendments, to read as follows:

(a) Such corporation shall be governed and all of its corporate powers exercised
by a board of directors which shall consist of eleven members, nine of whom shall
be appointed by the Governor with the advice and consent of the Senate. The
chairman of the State Scholarship Board and the president of the University of
Maryland or his designated representative shall serve as members of such board ex
officio. All members shall be [of full age] OVER EIGHTEEN YEARS OF AGE,
citizens of the United States and residents of the State, and shall be appointed for
terms of six years each. Of the members first appointed, three shall be appointed
