as designated by the chairman of the board of directors. Each such loan committee
shall have four additional members who shall be elected by the members of the
corporation and each of whom shall be [of full age] EIGHTEEN YEARS OF
AGE OR MORE and a citizen of the United States and shall be a resident of such
region or maintain a regular place of business therein. In such elections, members
of the corporation shall have one vote each; and each member having a loan limit,
as defined by Section 420 of this subtitle, of more than fifty thousand dollars shall
have one additional vote. The elected members of each such loan committee shall
be elected at the annual meetings of such corporation and shall serve for terms of
one year.
SECTION 8. AND BE IT FURTHER ENACTED, That Section 25 of Article
23B of the Annotated Code of Maryland (1966 Replacement Volume), title
"Municipal Corporation Charter," subtitle "Registration, Nominations and
Elections," be and it is hereby repealed and re-enacted, with amendments, to read
as follows:
25.
Every person who (1) is a citizen of the United States, (2) is at least
[twenty-one] EIGHTEEN years of age (3) has resided in the State of Maryland
for at least one year next preceding any town election, (4) has resided within the
corporate limits of the town for six months next preceding any town election, and
(5) is registered in accordance with the provisions of this charter, is a qualified
voter of the town. Every qualified voter of the town is entitled to vote at all town
elections.
SECTION 9. AND BE IT FURTHER ENACTED, That Section 196 of
Article 25 of the Annotated Code of Maryland (1966 Replacement Volume) , title
"County Commissioners," subtitle "Public Watershed Associations," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
196.
In case of the property or interest of any minor PERSON UNDER
EIGHTEEN YEARS OF AGE not having a guardian being affected by any works
of improvement as hereinbefore provided, the orphans' court of the county shall
appoint a guardian to protect the interests of such a minor.
SECTION 10. AND BE IT FURTHER ENACTED, That Sections 70-1 (b)
and (d), [[70-3, 70-20(a),]] 71A, [[76(f) and (h),]] and 91 [[, and 159(b)]] of
Article 26 of the Annotated Code of Maryland (1966 Replacement Volume and
l972 Supplement), title "Courts," subtitles "Juvenile Causes," "Special Powers in
Juvenile Causes," [["Juvenile Causes in Montgomery County,"]] "Minors
Without Proper Care or Guardianship," [[and "District Courts,"]] respectively,
be and they are hereby repealed and re-enacted, with amendments, all to read as
follows:
70-1.
(b) "Minor" means a person who has not reached his [21st] 18TH birthday.
(d) "Adult" means a person who has reached his [21st] 18TH birthday.

Jurisdiction obtained by the court in the case of a child shall be retained by it
for the purposes of this subtitle until he becomes [twenty-one] EIGHTEEN years
