(III) ONE MEMBER OF THE BOARD SHALL BE ELECTED IN THE
NOVEMBER GENERAL ELECTION OF 1980 AND EVERY SIX YEARS
THEREAFTER, TO REPLACE THE INTERIM INCUMBENT MEMBER OF
THE BOARD WHOSE TERM EXPIRES IN 1977.
(B) (1) NOMINATION FOR MEMBERSHIP ON THE BOARD OF
EDUCATION OF CARROLL COUNTY EXCEPT AS OTHERWISE
HEREIN PROVIDED, SHALL BE BY PETITION ENDORSED BY A
MINIMUM OF TWO HUNDRED REGISTERED VOTERS FROM
CARROLL COUNTY. EACH PETITION SHALL BE FILED WITH THE
BOARD OF ELECTION SUPERVISORS OF CARROLL COUNTY NOT
LATER THAN 4:00 P.M. ON THE MONDAY WHICH IS 70 DAYS BEFORE
THE DAY ON WHICH THE GENERAL ELECTION IN NOVEMBER
SHALL BE HELD, AND SHALL BE ACCOMPANIED BY A $25.00 FILING
FEE. EXCEPT AS OTHERWISE IN THIS SECTION PROVIDED, EACH
PETITION SHALL CONFORM GENERALLY TO THE LAWS AND
REQUIREMENTS OF ARTICLE 33 OF THE ANNOTATED CODE OF
MARYLAND, PROVIDED, HOWEVER, PUBLICATION OF THE
PETITION SHALL NOT BE REQUIRED.
(2) NO PERSON SUBJECT TO THE AUTHORITY OF THE BOARD OF
EDUCATION OF CARROLL COUNTY MAY BE CERTIFIED AS A
CANDIDATE.
(3) THE BOARD OF SUPERVISORS OF ELECTIONS OF CARROLL
COUNTY SHALL PROVIDE FOR THE ELECTION OF MEMBERS OF
THE BOARD OF EDUCATION AS HEREIN PROVIDED. PROVISIONS
SHALL BE MADE FOR USE OF VOTING MACHINES, OR, IN THE
ALTERNATIVE, FOR THE USE OF PAPER BALLOTS. THE NAMES OF
ALL CANDIDATES WHO HAVE BEEN DULY QUALIFIED UNDER THE
PROVISIONS OF THIS SECTION FOR ELECTION TO THE SEVERAL
BOARD OF EDUCATION OFFICES SHALL, EXCEPT IN THE CASE OF
DEATH, BE PLACED ON THE BALLOT. THE BOARD OF SUPERVISORS
OF ELECTIONS SHALL PROVIDE THE MEANS WHEREBY ALL
REGISTERED VOTERS OF CARROLL COUNTY, IRRESPECTIVE OF
PARTY AFFILIATION, MAY VOTE FOR THE CANDIDATES FOR THE
BOARD IN THE GENERAL ELECTION. THE CANDIDATES, EQUAL TO
THE NUMBER OF MEMBERS TO BE ELECTED TO THE BOARD, WHO
RECEIVE THE LARGEST NUMBER OF VOTES AT THE GENERAL
ELECTION SHALL BE DECLARED ELECTED FOR THE RESPECTIVE
BOARD OF EDUCATION OFFICES. ALL VOTING FOR THE
CANDIDATES FOR THE BOARD SHALL BE CONDUCTED ON A
NONPARTISAN BASIS AND ON A GENERAL COUNTY-WIDE TICKET;
NO DESIGNATION OF PARTY AFFILIATION SHALL BE PLACED
UPON ANY PETITION FOR NOMINATION, NOR UPON ANY VOTING
MACHINE OR PAPER BALLOT USED AT THE ELECTION.
(C) (1) AT THEIR FIRST MEETING AT THE BEGINNING OF EACH
YEAR, THE MEMBERS OF THE BOARD SHALL ELECT ONE OF THEIR
MEMBERS TO SERVE AS CHAIRMAN OF THE BOARD FOR THE
YEAR.
(2) THE CHAIRMAN OF THE BOARD OF EDUCATION SHALL
RECEIVE EIGHT HUNDRED AND FIFTY DOLLARS ($850.00)
ANNUALLY AND EACH OF THE OTHER MEMBERS SHALL RECEIVE
SIX HUNDRED AND FIFTY DOLLARS ($650.00) COMPENSATION
ANNUALLY. THE CHAIRMAN AND THE MEMBERS SHALL RECEIVE
SUCH OTHER ALLOWANCES FOR TRAVEL AND OTHER EXPENSES
