SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(Senate Bill 1186)

AN ACT to repeal and re-enact, with amendments, Sections 532(d), 532(e), 537(a),
542, 543 549(b), and 550 of Article 43 of the Annotated Code of Maryland
(1971 Replacement Volume and 1972 Supplement), title "Health," subtitle
"Cosmetologists"; to add new Sections 529(r) and, 532(f), [[and 536(c)]] to the
same Article, title and subtitle, to follow immediately after Sections 529(q) and,
532(e) [[and 536(b)]], respectively, thereof; to define the term "cosmetician";
[[to require junior and senior teachers of cosmetology to be high school
graduates or equivalent;]] to set forth the requirements for a certificate of a
cosmetician; [[to require a school of beauty culture to deposit a bond with the
State Board of Cosmetologists;]] to reduce the number of minimum hours of
training necessary before students may engage in clinical practice; to authorize
the Board to hire examiners and to permit the Board to authorize said
examiners to monitor the practical and written examinations; to provide that
electrologists inactive for more than one year be re-examined before the renewal
of a certificate of registration; and generally relating to cosmetologists.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 532(d), 532(e), 537(a), 542, 543 549(b), and 550 of
Article 43 of the Annotated Code of Maryland (1971 Replacement Volume and
1972 Supplement), title "Health," subtitle "Cosmetologists," be and they are
hereby repealed and re-enacted, with amendments; that Sections 529(r) and. 532(f),
[[and 536(c)]] be and they are hereby added to the same Article, title and
subtitle, to follow immediately after Sections 529(q) and, 532(e) [[and 536(b)]],
respectively, thereof; and all to read as follows:

529.

(R) THE WORD "COSMETICIAN" IS DEFINED AS ANY PERSON
WHO ENGAGES ONLY in the practice of massaging the face or applying
cosmetic preparations, antiseptics, tonics, lotions, or creams to the face.

532.

(d)  No person shall be permitted to take an examination for a certificate as a
junior teacher unless he or she [[IS A HIGH SCHOOL GRADUATE OR
EQUIVALENT, ]] is licensed pursuant to subsection (a) of this section, has had
1,000 additional hours in a duly registered school of beauty culture on a six-month
full-time basis, inclusive of the studies required in junior teacher curriculum.

(e)  No person shall be permitted to take an examination to receive a certificate
as a senior teacher unless said person is at least 18 years of age, [[IS A HIGH
SCHOOL GRADUATE OR EQUIVALENT, 11 IS certified as an operator and
as a junior teacher, and has HAD one year of experience as a junior teacher in a
