Sec. 9. And be it further enacted, That the County Commis-
sioners of Harford County, Maryland, shall designate eight (8)
citizens of the State who are also residents of Harford County, to
serve on and constitute the "Harford County Court House Commis-
sion". The Commission shall have jurisdiction over those projects
relating to the development of the court house, as are referred to
herein. The Commission, in connection with such projects, is author-
ized to make a full and detailed study of the site, site acquisition,
architectural and related services and the type of construction and
plans of the buildings, grounds and parking facilities constituting
the court house projects enumerated herein and the type and amount
of equipment necessary therefor, and shall make a detailed study
of the cost thereof and obtain such other data and perform such
other administrative services as in the opinion of said Commission
are required to properly carry out the duties hereby assigned to the
Commission under the provisions hereof. The Commission shall from
time to time make advisory recommendations concerning the
development of the court house to the County Commissioners, who
shall consider the same, but not be bound thereby. In the event of
a vacancy on the Commission due to death, resignation, or otherwise,
the vacancy shall be filled by the County Commissioners in the same
manner in which the member of the Commission whose vacancy is
being filled was originally selected.

Sec. 10. And be it further enacted, That the authority to borrow
money and issue bonds conferred on the County by this Act shall
be deemed to provide an additional and alternative authority for
borrowing money and shall be regarded as supplemental and addi-
tional to powers conferred upon the County by other laws and shall
not be regarded as in derogation of any power now existing; and
all Acts of the General Assembly of Maryland heretofore passed
authorizing the County to borrow money are hereby continued to the
extent that the powers contained in such acts have not heretofore
been exercised, and nothing herein contained shall be construed to
impair, in any way whatsoever, the validity of any bonds which
may have been issued by the County under the authority of any of
said Acts and the validity of said bonds is hereby ratified, confirmed
and approved. This Act, being necessary for the welfare of the in-
habitants of Harford County, shall be liberally construed to effect
the purposes hereof. All Acts and parts of Acts inconsistent with
the provisions of this Act are hereby repealed to the extent of such
inconsistency.

Sec. 11. And be it further enacted, That this Act shall take effect
July JUNE 1, 1972.
