CHAPTER 308
(House Bill 841)

AN ACT to add new Section 9H to Article 64A of the Annotated
Code of Maryland (1972 Replacement Volume), title "Merit Sys-
tem," to follow immediately after Section 9G thereof to include
right of way agents of the Interstate Division of Baltimore City in
the State Merit System under certain conditions.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9H be and it is hereby added to Article 64A of the
Annotated Code of Maryland (1972 Replacement Volume), title
"Merit System," to follow immediately after Section 9G thereof and
to read as follows:

9H.

The position of right of way agent in the Interstate Division of
Baltimore City is part of the classified service, notwithstanding any
provisions of Section 3 of this Article or elsewhere, if the right of
way agent has been so employed at least three years on July 1, 1972
and has held a real estate broker's license as
provided by law in this
Code for at least ten years. Any person in this position takes that
place in the classified service to which he would have been entitled
had he been included in the classified service at the time of his em-
ployment.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 309
(House Bill 850)

AN ACT to repeal Chapters 204 and 334 of the 1971 Laws of
Maryland, repealing authorization for certain bond issues for
courthouse, LIBRARY FACILITIES, and school construction
PURPOSES in Frederick County, and to authorize and em-
power the County Commissioners of Frederick County, from
time to time, to borrow not exceeding Four Million Six Hundred
Thousand Dollars ($4,600,000.00) in order to finance the construc-
tion, acquisition, improvement or extension of certain public
buildings in said County, as herein defined, and to effect such
borrowing by the issuance and sale to the highest bidder or bidders
at public sale of its general obligation, serial maturity coupon
bonds in like par amount; empowering said County to fix and
determine, by resolution, the form, tenor, interest rate or method
of arriving at the same, terms, including redemption and registra-
tion provisions, conditions, maturities and all other details inci-
dent or necessary to the issuance, public sale and delivery of said
bonds, without reference to the provisions of Sections 9, 10, and
