Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 4A be and it is hereby added to Article 40 of the
Annotated Code of Maryland (1971 Replacement Volume and 1971
Supplement), title "General Assembly," to follow immediately after
Section 4 thereof and to be under the new subtitle "Office Services,"
and to read as follows:

4A.

(a)    The State of Maryland shall provide for members of the
General Assembly reasonable office space and services, consisting of
but not limited to:

(1)    space

(2)    equipment

(3)    secretarial services

(b)    No municipal corporation, county or other political sub-
division or the governing body thereof shall subsidize a member of
the General Assembly in the maintenance of these functions for
him as a State legislator.

(C) NOTHING HEREIN SHALL BE CONSTRUED TO PRO-
HIBIT ANY LOCAL SUBDIVISION FROM ESTABLISHING AN
OFFICE FOR THE PURPOSE OF MAINTAINING LIAISON BE-
TWEEN THE COUNTY A LOCAL SUBDIVISION AND THE
STATE LEGISLATURE.

(c) (D) The annual appropriation for State expenditure provided
for in this Section is as set by the budget from time to time.

Sec. 2. And be it further enacted, That this Act shall take effect
July JANUARY 1, 1972 1975.

CHAPTER 258
(House Bill 15)

AN ACT to add new Section 8(c-l) to Article 15A of the Annotated
Code of Maryland (1968 Replacement Volume), title "Budget
and Fiscal Planning," subtitle "Budgetary Administration," to
follow immediately after Section 8(c) thereof, to provide that
the presiding officers of the Legislature, by joint action, may amend
an initial plan of
disbursement and apportionment of a legislative
appropriation after adjournment
GENERALLY PROVIDING FOR
THE POWERS OF THE SENATE AND HOUSE OF DELE-
GATES AND OF THEIR PRESIDING OFFICERS TO AUTHOR-
IZE CERTAIN AMENDMENTS TO THE SCHEDULE OF AP-
PROPRIATIONS FOR ANY AGENCY OR PROGRAM WITH-
IN THE LEGISLATIVE DEPARTMENT OF THE STATE
GOVERNMENT.

Section 1. Be it enacted by the General Assembly of Maryland,
