Superintendent in regulations issued under the authority of Section
7,
and (2) may be confiscated by the Superintendent if not corrected
as required by this section or if used or disposed of contrary to
the requirements of this section. Owners and users of weights and
measures used commercially shall, from time to time, take adequate
precautions, consistent with degree of use and environment, to
insure that the same are "correct" as defined in Section 7.

12.    Powers and duties of [Inspection] [INSPECTOR] Inspectors.

The powers and duties given to and imposed upon the Super-
intendent by Sections 8, 9, 10 [and] , 11, 11A and 11B of this subtitle
are hereby given to and imposed upon the [inspector] inspectors
also, when acting under the instructions and at the directions of the
Superintendent.

13.    City and county sealers and deputy sealers of weights and
measures—In general.

[(a) In] Only in and for each city or town having a population
of 200,000 or more, and only in and for each county having a popu-
lation of 200,000 or more, according to the latest official State or
United States census, may there [shall] be a sealer of weights and
measures, and such deputy sealers of weights and measures as may
be required, hereinafter referred to as sealers and deputy sealers,
respectively. The sealer and deputy sealer shall be appointed by
the governing body in any such town, city or county in accordance
with the local law as to such appointments.

[(b) Any town, city, or county having a population of less than
200,000 may appoint a sealer and deputy sealers as provided in this
section and when the governing body in such town, city or county
elects to appoint a sealer all of the provisions of this subtitle will
apply in the same manner as if such appointment were required by
this section.]

15.    Same—Powers and duties.

When not otherwise provided by law, the sealer of a city or of
a county and his deputy sealers when acting under his instructions
and at his direction, shall have the same powers and shall perform
the same duties within the city or the county for which appointed
as are granted to and imposed upon the Superintendent by Sections
9, 10, [and] 11, 11A and 11B of this subtitle, except that the juris-
diction of a county sealer shall not extend to any city for which
the appointment of a city sealer is [required] permitted by Section
13 of this subtitle. A sealer shall make such reports to the Superin-
tendent as may be specified by the Superintendent. Copies of such
reports shall be transmitted to the governing body of such town,
city or county.

16.    City and county standards and equipment.

The governing body of each town, city or county for which the
appointment of a sealer [required] permitted by Section 13 of this
subtitle shall procure at the expense of the town, city or county,
as the case may be, such secondary standards of weight and measure
and such additional equipment, to be used for the enforcement of
the provisions of this subtitle in such town, city, or county, as may
