Such proportion of compensation shall, with respect to members
who become employees prior to the date of establishment, be deter-
mined upon the basis of his age on July 1, 1949, less his years of
prior service, provided the age so computed shall not be greater
than the age of 49.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 233
(Senate Bill 715)

AN ACT to repeal Section 51(a) of Article 48 of the Annotated
Code of Maryland (1971 Replacement Volume), title "Inspec-
tions," subtitle "Tobacco," and to enact new Section 51(a) in lieu
thereof, to stand in the place of the section repealed, requiring
tobacco warehousemen to carry open policies of insurance cover-
ing only tobacco to be sold on the auction floor and not tobacco
to be stored in adjunct facilities.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51(a) of Article 48 of the Annotated Code of Mary-
land (1971 Replacement Volume), title "Inspections," subtitle "To-
bacco," be and it is hereby repealed and new Section 51(a) enacted
in lieu thereof, to stand in the place of the section repealed, all to
read as follows:

(a) The proprietor or manager of every warehouse except the
State tobacco warehouses holding tobacco for sale or storage shall
keep an open policy of insurance upon the contents of his warehouse
sufficient to cover every loss by fire, and coverage for loss by water
if same may be obtained at reasonable cost, which any person having
