CHAPTER 202
(Senate Bill 289)
AN ACT to add new Section 63A to Article 77A of the Annotated
Code of Maryland (1969 Replacement Volume), title "Higher
Education," subtitle "Scholarships," to follow immediately after
Section 63 thereof, AND TO BE UNDER THE NEW SUBTITLE
"MERIT SCHOLASTIC AWARDS," to establish a program of
State Merit Scholastic Awards for high school students, and gen-
erally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 63A be and it is hereby added to Article 77A
of the Annotated Code of Maryland (1969 Replacement Volume),
title "Higher Education," subtitle "Scholarships," to follow immedi-
ately after Section 63 thereof, AND TO BE UNDER THE NEW
SUBTITLE "MERIT SCHOLASTIC AWARDS," and to read as
follows:
(C) NOMINEES SHALL CONSIST OF TEN (10) STUDENTS
FROM EACH GRADUATING CLASS EACH NOMINEE SHALL
BE RECOMMENDED FOR SCHOLASTIC ACHIEVEMENT.
(d) The Governor shall issue to each student nominated for the
award a AN APPROPRIATE certificate which recognizes the excel-
lence of scholastic achievement of the student.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 203
(Senate Bill 294)
AN ACT to repeal and re-enact, with amendments, Section 164 of
Article 56 of the Annotated Code of Maryland (1968 Replace-
ment Volume and 1971 Supplement), title "Licenses," subtitle
63A.
(a) There is hereby established a program of State Merit Scho-
lastic Awards to be awarded annually by the Governor.
(b) On or before March APRIL 1 of each year, every State Senator
THE PRINCIPAL OF EACH SENIOR HIGH SCHOOL who wishes
to nominate any graduating high school student for a State Merit
Scholastic Award shall present to the Governor a list of not more than
twenty (20) nominees for this honor, SHALL NOMINATE PRES-
ENT TO THE GOVERNOR FOR A STATE MERIT SCHOLASTIC
AWARD THOSE STUDENTS RECOMMENDED BY THE PRIN-
CIPAL OF EACH SENIOR HIGH SCHOOL WITHIN THE SEN-
ATORIAL DISTRICT, A LIST OF NOMINEES COMPRISING IN
NUMBER THE TOP FIVE PERCENT (5%) OF THE GRADU-
ATING CLASS.
(c) It shall be within the sole discretion of the State Senator
to whom shall be awarded State Merit Scholastic Awards.
