other personnel, employed in the improvement and preservation of
waters and natural resources of the State of Maryland in the enforce-
ment of laws for the preservation and protection of the waters and
natural resources of the State of Maryland. And for the better en-
forcement of the provisions of this section, all persons authorized by
law of this State to make arrests shall have the power and it shall be
their duty to swear out process and to arrest and take into custody,
with or without process, any person who may violate any of said
provisions; provided, that no person shall be arrested without process
for a violation not committed in the presence of some one of the
aforesaid officials; and provided further, that whenever any arrest is
made under the provisions of the said section the person so arrested
shall be brought forthwith before a [magistrate,] judge[,] or
court of the State for examination of the offenses alleged against
him; and such [magistrate,] judge [,] or court shall proceed in re-
spect thereto as authorized by law in cases of crimes against the State
of Maryland.

Section 72. And be it further enacted, That Sections 44, 56, and
58 of Article 100, Annotated Code of Maryland (1964 Replacement
Volume), title "Work, Labor and Employment," subtitles, respec-
tively, "Employment of Minors" and "Compulsory Work Law," be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:

44. Failure or refusal to give information to inspector.

Any minor working in or in connection with any of the establish-
ments or places or in any of the occupations mentioned in this sub-
title, who refuses to give to the factory inspector or other authorized
inspector his or her correct name, age and place of residence, shall be
forthwith conducted by the inspector before the juvenile court if
there be any juvenile court in the city or county where such child
resides, or, if not, then before any court [or magistrate] having
jurisdiction of offenses committed by children for examination and
to be dealt with according to law.

56. General provisions applicable during existence of state of war.

Whenever, because of the existence of a state of war, the Governor
determines that it is necessary, for the protection and welfare of the
people of the State, that all able-bodied male persons, between the
ages hereinafter mentioned, be employed in occupations carried on
by the State, the counties or the City of Baltimore, or any of their
agencies, or be employed in occupations carried on by private per-
sons, firms or corporations, whether agricultural, industrial or other-
wise, and which occupations, whether carried on by the State, the
counties, the City of Baltimore, or by private employers, the Gover-
nor finds to be essential for the protection and welfare of the people
of the State and the United States and also finds that the same cannot
be carried on as the protection and welfare of the people of this State
and of the United States require without resort to this subtitle, then
the Governor shall be authorized, by proclamation, to require every
able-bodied male person between 18 and 50 years of age, inclusive,
within the State, not then or thereafter regularly or continuously
employed or engaged in any lawful and useful business, occupation,
trade or profession of any kind, to register forthwith his name, ad-
