§ 50. Maintaining in safety or construction of overhead or under-
ground crossings.

Whenever any railroad or railway company shall cross said road it
shall be required to keep its own roadbed and the bed of the said
highway in proper repair or else to have constructed an overhead or
undergrade crossing subject to the approval of the said Commission
or in conformity to the provisions of Article 23 of the Annotated Code
of Public General Laws as to crossings of railroad companies in re-
gard to flagmen and electric bells; and the tracks of such railroads or
railways shall be so constructed as to give absolutely safe and easy
approach to and crossing thereof; and in case of failure so to con-
struct, the said Commission shall construct the same, and upon certi-
fication of said construction and the cost thereof, after due notifica-
tion to such company to construct and its failure so to do the cost
thereof shall ex parte be rendered a judgment against such company
by [the circuit court or any justice of the peace] a court of compe-
tent jurisdiction
in such counties before whom such proceedings shall
have been instituted.

§ 102. Defacing or injuring signs; penalty.

Any person defacing, injuring or destroying any sign or finger
board erected or maintained under § 100 shall be subject, upon con-
viction, [before any justice of the peace or by the circuit court for
any of the counties,] to a fine of not more than fifty dollars for each
offense, or confinement in the county jail for not less than ten days
nor more than thirty days, or both fine and imprisonment.

Section 68. And be it further enacted, That Sections 2(e) and
10 of Article 89C, Annotated Code of Maryland (1969 Replacement
Volume) title "Support of Dependents," subtitles, respectively, "Gen-
eral Provisions," and "Civil Enforcement," be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

§ 2. Definitions.

(e) "Court" means the [circuit court of any county] District
Court and any other court
in this State which exercises criminal ju-
risdiction over the enforcement of laws respecting duties of support,
and either the circuit court for any county in this state, the Circuit
Court or the Circuit Court No. 2 [in] of Baltimore City [;] and
juvenile courts, [trial magistrates and people's courts] having juris-
diction over the civil enforcement of laws respecting duties of sup-
port; and when the context requires, means the court of any other
state as defined in a substantially similar reciprocal law.

§ 10. Jurisdiction.

Jurisdiction of all civil enforcement proceedings hereunder is vested
in the circuit court of any county in the State, either the Circuit
Court or the Circuit Court No. 2 [in] of Baltimore City, and juve-
nile courts [, trial magistrates and people's courts] having jurisdic-
tion over the enforcement of laws respecting duties of support.

Section 69. And be it further enacted, That Section 5-104(b) of
Article 93 of the Annotated Code of Maryland (1969 Replacement
