or may be instituted in any court or before any judicial body, or for
the purpose of representing any person in the pursuit of any civil
remedy. Any corporation or voluntary association violating the provi-
sions of this section shall be liable to a fine of not more than five
hundred dollars, and every officer, trustee, director, agent or employee
of such corporation or voluntary association, who directly or indirectly
engages in any of the acts herein prohibited, or assists such corpora-
tion or voluntary association to do such prohibited acts, shall be guilty
of a misdemeanor, and, upon conviction, shall be fined not more than
five hundred dollars. The fact that any such officer, trustee, director,
agent or employee shall be a duly and regularly admitted attorney at
law, shall not be held to permit or allow any such corporation or
voluntary association to do the acts prohibited herein. Nor shall such
facts be a defense upon a trial of any of the persons mentioned
herein for a violation of the provisions of this section. This section
shall not apply to the business of examining and insuring titles to real
property, or the collection or adjustment of mercantile claims in which
a corporation or voluntary association may be lawfully engaged, nor
to any insurance corporation or association defending the insured
under a policy of insurance. [Nothing in this section shall be con-
strued or applied to prevent an officer of a corporation from pre-
senting a claim of that corporation before any trial magistrates in
Queen Anne's County.]
§ 21. Operation in reckless manner, etc.; speed on Seneca Creek
and Monocacy River.
(a) It shall be unlawful for any person to operate any boat on any
fresh or salt water bay, creek, lake, river or stream in the State of
Maryland in a reckless manner, or in such a manner that may en-
danger the person or property of others, or to come into any wharf
or bathing shore in a reckless manner or a manner that may endanger
persons or property.
(b) It shall be unlawful for any person to operate any boat on
Seneca Creek, Montgomery County, or in that part of the Monocacy
River extending from Starner's Dam to the upstream island in Carroll
and Frederick counties, at a speed greater than six (6) knots.
(c) Any person violating the provisions of this section shall be
deemed guilty of a misdemeanor, and upon conviction fined not
less than twenty-five dollars ($25.00) nor more than two hundred
dollars ($200.00), or imprisoned for not more than thirty (30)
days, or both, in the discretion of the court [or justice of the peace].
§ 23. Offering bribe to or receiving bribe by public officer; wit-
nesses in prosecution.
If any person shall bribe or attempt to bribe any executive officer of
the State of Maryland, any judge, [justice of the peace] or other
judicial officer of this State, any member or officer of the General
Assembly of Maryland, any officer or employee of the State, or of any
county, municipality or other political subdivision of the State, includ-
ing members of the police force of Baltimore City and the State Police
or any member or officer of any municipal corporation of this State,
or any executive officer of such corporation, in order to influence any
such officer or person in the performance of any of his official duties;
and if the Governor or other executive officer of this State, any judge,
