in Baltimore County a juvenile probationary school to be headed
by a director and five assistants to be appointed by the Governor
by and with the advice and consent of the Senate. Said director and his
assistants shall hold office for a term of four (4) years, the director
to receive an annual salary of three thousand dollars ($3,000.00) and
the assistants to receive an annual salary of twenty-five hundred dol-
lars ($2,500.00) each.
In addition to the salaries above provided, Baltimore County shall
levy a sum sufficient to pay reasonable office expenses to include
clerical, stenographic, rental and equipment expenses. The director
shall designate the location of his office in Baltimore County.
(b) Persons for whom school established.—Said director and his
assistants shall establish a school for persons under 21 years of age
who are placed on probation before verdict in connection with any
charge for violation of any of the motor vehicle laws of the State or
any criminal law whether State or local, over which the District
Court has jurisdiction, when referred by a judge of the District Court
or such other judicial officer as may be authorized by any provision
of this Code in Baltimore County.
(c) Class attendance requirements; classroom locations.—All such
probationers shall be required to attend the school regularly for a
series of sessions not to exceed ten (10) in number. Classes shall be
held in such of the District courtrooms or other areas in Baltimore
County as may be designated by the director. The director shall,
as far as is practical,, designate locations of schools on a geographic
distribution throughout the county.
(d) Course subjects.—The school shall include but not be limited to
courses in driver safety, civic responsibility, America and its heritage,
and the ramifications present and future of violating the laws of the
State, both as to the individual and the community.
(e) Rules and regulations; utilization of volunteer services.—The
school shall be operated pursuant to the rules and regulations as
promulgated by the director and shall deliver such courses of study
as deemed necessary by the director and his assistants. The school may
utilize any and all volunteer services of the State, the county or
any of her citizens.
(f) Failure of probationer to attend school.—Failure of any
probationer to attend said school as directed, without reasonable
cause, shall be considered violation of probation and shall be a misde-
meanor. Upon conviction thereof, the defendant shall be liable to a
fine not to exceed one hundred dollars ($100.00).
(f) (G) Existing probationary schools.—The provisions of this sec-
tion shall in no way prohibit the probationary schools which have
been established and are being conducted on a voluntary basis in Bal-
timore County; provided, however, that any such voluntary school
shall comply with the minimum standards as established by the
director.
(h) Credit toward drivers' education program.—Attendance at
these sessions shall be credited toward the drivers' education program
of the State of Maryland.
