making certain provisions dealing with imprisonment for the non-
payment of fines consistent with Article 38, Section 4 of the Code;
PROVIDING FOR THE EFFECT OF DISTRICT COURT CON-
VICTION WITH RESPECT TO DEFECTIVE DELINQUENCY;
and providing for the construction, interpretation, and effect of
the bill and matters contained therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 19 of Article 1 of the Annotated Code of Maryland
(1968 Replacement Volume), title "Rules of Interpretation," be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

19.    Replacement volumes legalized.

Any replacement volumes to the Annotated Code of the Public
General Laws of Maryland (1957 Edition), prepared and published
by the Editorial Staff of The Michie Company, Charlottesville, Vir-
ginia, be and the same are hereby legalized and made evidence of the
Public General Laws enacted following 1957 and up to and including
the time of publication. Each replacement volume shall be deemed
and taken as such in all of the courts of this State and by [all
justices of the peace, trial magistrates, and] all other public officials
of the State and of its political subdivisions.

Section 2. And be it further enacted, That Section 20 of Article
2 of the Annotated Code of Maryland (1968 Replacement Volume),
title "Agents and Factors," subtitle "In General" be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

20.    Effect of failure to file certificate; filing false certificate.

If any person or persons, so conducting any such business, as agent
or agents, or in any name or under any title or designation other than
in the real name or names of the true owner or owners thereof, shall
fail to file the certificate provided for in § 18 of this article, then and
in that event any person or corporation who shall become a creditor
of such person or persons for money, merchandise or anything of
value furnished or supplied for the use or benefit of such business,
shall have the right to maintain a suit or action in any court [, or be-
fore any justice of the peace] having jurisdiction against such person
or persons, or in the name, title or designation under which said busi-
ness is being conducted, and process in such suit or action when
served upon such person or persons so doing business and in charge
thereof, shall entitle such creditor, upon legal proof of the claim of
such creditor, to a judgment, and all of the goods, merchandise,
fixtures, machinery, chattels or other property possessed, used or
acquired in the said business shall be liable to seizure and sale under
execution in satisfaction of such judgment and costs; and any such
person who shall knowingly and wilfully execute and file any false
certificate shall be deemed guilty of a misdemeanor, and upon con-
viction shall be punished by a fine not exceeding one thousand dollars,
or by imprisonment for a term of not more than one year, or both, in
the discretion of the court.
