issued, and the governing bodies of each of the counties and OF
Baltimore City shall forthwith levy and collect such tax at such
rate.

Sec. 7 8. And be it further enacted, That all matters committed by
this Act to the discretion of the Board of Public Works shall be
determined by a majority of said Board.

SEC. 9. AND BE IT FURTHER ENACTED, THAT SECTION
38 OF ARTICLE 1A OF THE ANNOTATED CODE OF MARY-
LAND (1968 REPLACEMENT VOLUME), TITLE "AERO-
NAUTICS," SUBTITLE "FRIENDSHIP INTERNATIONAL AIR-
PORT," BE AND IT IS HEREBY REPEALED IN ITS ENTIRE-
TY AND NEW SECTIONS 38, 39 AND 40, BE AND THEY ARE
HEREBY ENACTED IN LIEU THEREOF, TO STAND IN THE
PLACE AND STEAD OF THE SECTION SO REPEALED AND
TO BE UNDER THE SAME TITLE AND SUBTITLE, ALL TO
READ AS FOLLOWS:

38.

THE PURPOSE OF THE GENERAL ASSEMBLY IN ENACT-
ING THIS SUBTITLE IS TO RECOGNIZE THE IMPORTANCE
OF FRIENDSHIP INTERNATIONAL AIRPORT TO THE STATE
OF MARYLAND AND THE CITY OF BALTIMORE AND TO
INDICATE THAT THE BEST INTERESTS OF THE STATE AND
CITY WILL BE ACHIEVED BY INCLUDING FRIENDSHIP
INTERNATIONAL AIRPORT AS AN INTEGRAL PART OF THE
DEPARTMENT OF TRANSPORTATION.

39.

THE STATE AVIATION ADMINISTRATION, SUBJECT TO
OTHER PROVISIONS OF THIS CODE RELATING TO ITS
POWERS AND DUTIES AND THE POWER AND DUTIES OF
THE DEPARTMENT OF TRANSPORTATION, SHALL OPER-
ATE AND ADMINISTER FRIENDSHIP INTERNATIONAL
AIRPORT WHEN THIS FACILITY IS PURCHASED BY AND
TITLE TO THE LAND AND IMPROVEMENTS COMPRISING
FRIENDSHIP INTERNATIONAL AIRPORT IS TRANSFERRED
TO THE STATE OF MARYLAND.

ALL PERSONS EMPLOYED BY THE FRIENDSHIP INTER-
NATIONAL AIRPORT AUTHORITY AT FRIENDSHIP INTER-
NATIONAL AIRPORT AT THE TIME OF THE TRANSFER OF
TITLE TO THE LAND AND IMPROVEMENTS COMPRISING
FRIENDSHIP INTERNATIONAL AIRPORT AND WHO ARE
MEMBERS OF THE BALTIMORE CITY EMPLOYEES RETIRE-
MENT SYSTEM SHALL HAVE THE OPTION OF REMAINING
IN THAT SYSTEM OR TRANSFERRING TO THE STATE SYS-
TEM, UPON TERMS AND CONDITIONS MUTUALLY ACCEPT-
ABLE TO THE ADMINISTRATION AND SAID SYSTEMS. THE
EMPLOYER'S CONTRIBUTION FOR SUCH PENSION COVER-
AGE SHALL BE PAID BY THE STATE AVIATION ADMINIS-
TRATION TO THE APPROPRIATE SYSTEM. HOWEVER, ANY
FULL-TIME EMPLOYEE FIRST EMPLOYED AFTER SAID
TRANSFER OF TITLE, AS A MEMBER OF THE AIRPORT
