SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 195(11A) be and the same is hereby added to
Article 77 of the Annotated Code of Maryland (1969 Replacement
Volume), title "Public Education," subtitle "Chapter 17. Teachers'
Retirement System," to follow immediately after Section 195(11)
thereof, and to read as follows:
195.
(11A) Notwithstanding anything to the contrary in this
Article, any member of any health care program sponsored by the
Mayor and City Council of Baltimore who has been retired or here-
after may be retired and who is receiving or who will receive bene-
fits from the Teachers' Retirement System, may, after retirement,
at his option, elect to have that portion of the premium payable by
him for said health care insurance coverage deducted from the
benefits payable to him by the Teachers' Retirement System and paid
by said System SYSTEM TO THE MAYOR AND CITY COUNCIL
OF BALTIMORE FOR PAYMENT on his behalf to the carrier of
said insurance.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 248A
(d) of Article 27 of the Annotated Code of Maryland (1971
Replacement Volume), title and subtitle "Crimes and Punish-
ments," subheading "Gaming," to increase the cash prize limit to
any player of a bingo game in Carroll County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 248A(d) of Article 27 of the Annotated Code of Mary-
land (1971 Replacement Volume), title and subtitle "Crimes and
Punishments," subheading "Gaming," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
248A.
(d) No such bingo game shall award a cash prize in excess of
[ten dollars ($10.00)] twenty dollars ($20.00) to any player of a
bingo game, except that the award of a "jackpot" in an amount
not to exceed three hundred dollars ($300.00) is allowed when directly
connected with the playing of bingo games.
