[In] If any section of this subtitle, or the application thereof to
any person or circumstance, is held invalid, the remainder of the
subtitle and the application of such provision to persons or circum-
stances other than those to which it is held invalid, shall not be
affected thereby. The powers conferred by this subtitle shall be in
addition and supplemental to the powers conferred by any other law.

(c) If a patient loses his certification as a patient under this
subtitle, the person or persons liable for repayment to the State of
the cost of care shall repay to the date of such loss as provided in
[subsections] paragraphs (1) and (2) of [this section] subsection
(b) of this section, but the person or persons so liable shall not be
liable for any payment based on the portion of insurance proceeds
or adjusted gross income received after the date of the loss of
certification.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 237)
AN ACT to add new Section 191 (1) to Article 56 of the Annotated
Code of Maryland (1968 Replacement Volume and 1971 Supple-
ment), title "Licenses," subtitle "Dog Licenses in the Counties,"
to follow immediately after Section 191 (k) thereof, to provide
that in Wicomico County the fees for dog and kennel licenses
shall be determined by the Wicomico County Council.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 191 (1) be and it is hereby added to Article 56 of
the Annotated Code of Maryland (1968 Replacement Volume and
1971 Supplement), title "Licenses," subtitle "Dog Licenses in the
Counties," to follow immediately after Section 191 (k) thereof and
to read as follows:

(l) In Wicomico County the fees for dog and kennel licenses shall
be determined by the County Council of Wicomico County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
