76-63. Same—Special provisions as to dogs and cats.
(a) No more than two adult dogs or cats may be confined or
displayed in the same cage.
(d) Dogs which have been weaned shall be taken from cages
and allowed to exercise at least twice daily, including Sundays and
holidays.

(f) Dogs under the age of eight weeks may not be displayed
or offered for sale.
Sec. 8. Severability.
The provisions of this Act are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid or un-
constitutional or inapplicable to any person or circumstances, such
illegality, invalidity or unconstitutionality, or inapplicability shall
not affect or impair any of the remaining provisions, sentences,
clauses, sections or parts of the Act or their application to other
persons or circumstances. It is hereby declared to be the legislative
intent that this Act would have been adopted if such illegal, invalid
or unconstitutional provision, sentence, clause, section or part had
not been included therein, and if the person or circumstances to
which the Act or any part thereof is inapplicable had been specifically
exempted therefrom.
Sec. 9. This Act with the exception of Sec. 4 hereof, shall take
effect on the 76th day following its enactment. Sec. 4 of this Act shall
take effect on April 1, 1971.

AN ACT to amend Chapter 87, title "Garbage and Refuse," of the
Montgomery County Code 1965, by repealing and re-enacting,
with amendments, Section 87-13b, title "Collecting and trans-
porting—Collector's license," Section 87-15, title "Collecting and
transporting—General regulations for collectors," Section 87-19,
title "Permits and licenses issued under Chapter—Refusal to re-
new; revocation or suspension," and Section 87-21, title "Penalty
for violations of Chapter; injunctive, etc., relief" to provide that
an office maintained in Montgomery County shall be a business
office for the transaction of certain business and provide for
certain records; to require staffing of the office during normal
business hours with an authorized agent; to require notification
to the Director of the Department of Inspection and Licenses of
change of address, telephone number or authorized agent; to
