[8] 9. Same—State employees not to become employees of parties
contracting with State.

It shall be unlawful for any employee of the State of Maryland,
or any department, commission, agency or branch thereof, whose
duties as such employee include matters relating to or affecting the
subject matter of any contract binding or purporting to bind the State
of Maryland, by or through any department, commission, agency or
branch thereof, to become or be, while such employee, an employee of
the party or parties contracting as aforesaid with the State of Mary-
land, by or through the particular State department, commission,
agency, or branch thereof in which the said person is employed.
For the purpose of this section, the word "contract" means any con-
tract binding or purporting to bind the State of Maryland, or any de-
partment, commission, agency or branch thereof, to pay a sum of
money in excess of twenty-five thousand dollars ($25,000) for the
purpose for which said contract is made.

[9] 10. Same—Violation of Section [8] 9.

Any person who violates the provisions of Section [8] 9 of this
article shall, upon conviction by a court of competent jurisdiction,
be guilty of a misdemeanor, and shall be fined in a sum not less
than five hundred dollars ($500) nor more than ten thousand dollars
($10,000), or shall be imprisoned in the Maryland House of Correc-
tion for a period of not more than two years, or both fined and
imprisoned in the discretion of the court.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 71
(House Bill 1022)

AN ACT to repeal and re-enact, with amendments, Section 3-605 (d)
of Article 66½ of the Annotated Code of Maryland (1971 Supple-
ment), title "Vehicle Laws," subtitle 3 "Certificates of Title
and Registration of Vehicles," subheading "Part VI Special Plates
for Dealers, Transporters and Finance Companies," to provide that
special plates issued to volunteer firemen may be issued to owners
of pick-up trucks not exceeding three-quarter ton.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3-605(d) of Article 66½ of the Annotated Code of Mary-
land (1971 Supplement), title "Vehicle Laws," subtitle 3 "Certificates
of Title and Registration of Vehicles," subheading "Part VI Special
Plates for Dealers, Transporters and Finance Companies," be and it
is hereby repealed and re-enacted, with amendments, and to read
as follows:

3-605.

(d) Upon application to the [Commissioner of Motor Vehicles]
Administrator of the Motor Vehicle Administration by the owner
