parts of the paid firemen and rescue squadsmen fringe benefit pro-
gram can be extended in whole or in part to volunteer members. Any
determinations made by the committee shall be subject to the approval
of the Fire Board and the availability of funds.
3. The executive committee is authorized, subject to approval
of the Fire Board, to contract on a fee-for-service basis with the
County's Personnel Office for whatever personnel services it may
deem necessary.
4. Applicability. The provisions of subsection e. shall not
apply to the City of Takoma Park, Maryland.
Sec. 2. Conflict. All provisions of law pertaining to the fire and
rescue services of Montgomery County and Takoma Park, Maryland,
including Chapters 27 through 43, Montgomery County Code 1965,
as amended, shall remain in full force and effect, except whenever
any Section or provision of this Act shall conflict or be inconsistent
with any prior enacted law, ordinance, resolution, rule or regulation,
said Section or provision of this Act shall be held to prevail.
Sec. 3. Severability.
The provisions of this Act are severable and if any provision,
sentence, clause, section or part thereof is held illegal, invalid or un-
constitutional or inapplicable to any person or circumstances, such
illegality, invalidity or unconstitutionality, or inapplicability shall
not affect or impair any of the remaining provisions, sentences,
clauses, sections or parts of the Act or their application to other
persons or circumstances. It is hereby declared to be the legislative
intent that this Act would have been adopted if such illegal, invalid
or unconstitutional provision, sentence, clause, section or part had
not been included therein, and if the person or circumstances to
which the Act or any part thereof is inapplicable had been specifically
exempted therefrom.
Sec. 4. Effective date.
This Act shall take effect on December 7, 1970.

AN ACT to repeal and re-enact, with amendments, Sections 2-111,
2-112, 2-113, 2-114, 2-115, and 2-116 of the Montgomery County
Code 1965, and to repeal Section 2-118 of said Code, title "General
Local Laws," chapter "Administration," article "Finance and
Taxation Generally," division "Financing Public Facilities Gen-
erally," amending the laws relating to the issuance of bonds for
financing public facilities to eliminate alternate authority for the
