a Class B, beer, wine and liquor license with a special Sunday
"on-sale" permit and the licensee of a Class BH license to sell beer,
wine and liquor by the drink from the bar and/or a cocktail lounge
to persons on the licensed premises.
The board of license commissioners is authorized to adopt such
rules and regulations as it may deem necessary relating to the is-
suance, suspension and cancellation of said permits in furtherance
of this subsection.
The annual fee for such a special Sunday "on-sale" permit shall
be five hundred ($500.00) dollars, which shall be in addition to the
annual fee for the beer, wine and liquor license, Class B, to which
it shall be attached.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(House Bill 741)
AN ACT to add new Section 234(e) to Article 41 of the Annotated
Code of Maryland (1971 Replacement Volume), title "Governor—
Executive and Administrative Departments," subtitle "23. The
Department of Natural Resources," to follow immediately after
Section 234(d) thereof providing that whenever an appointment
to a particular office within the Department of Natural Resources
is made by the Secretary of Natural Resources with the approval of
the Governor, that the Secretary may not remove the appointee
without first obtaining the Governor's approval.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 234 (e) be and it is hereby added to Article 41 of the
Annotated Code of Maryland (1971 Replacement Volume), title
"Governor—Executive and Administrative Departments," subtitle
"23. The Department of Natural Resources," to follow immediately
after Section 234(d) thereof and to read as follows:

(e) Wherever it is provided by law that an appointment to a
particular office within the Department of Natural Resources is to be
made by the Secretary with the approval of the Governor, the Secre-
tary may not remove the appointee without first obtaining the ap-
proval of the Governor.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
