(b)  The Director of Public Works of Howard County is herein and
hereby authorized to enforce the provisions of this section of this ordi-
nance as hereinafter provided:

1. The Director shall notify the Grantee in writing of any occur-
rence provided for in this section, for which said franchise may be termi-
nated, forfeited, revoked, or declared void by Howard County, and that
within ninety (90) days following receipt of said notice, the Grantee shall
remove from the streets located, all of said properties unless otherwise
authorized and permitted by the Director of Public Works.

(2) The Director of Public Works may declare abandoned any prop-
erty of the Grantee remaining in place ninety (90) days after notification
from the Director as hereinabove provided, and the same shall be consid-
ered permanently abandoned property unless the Director of Public Works
extends the time for removal of said property for a period not to exceed
thirty (30) additional days.

(c)   Any property abandoned by the Grantee as hereinabove or here-
inafter provided shall become the property of Howard County and the
Grantee agrees to execute and deliver an instrument in writing, transfer-
ring its ownership interest in any such property of Howard County; pro-
vided, that any notice given the Grantee by the Director of Public Works
of Howard County, as provided in this section, shall be deemed notice to
any other persons claiming interest in said property of the Grantee and
said persons shall be subject to all the provisions hereinbefore provided.

14.715. Reports.

(a)  An applicant for a franchise pursuant to the terms of this Act
shall submit to the Council and the Executive a plan of the entire District
indicating the date on which the applicant expects the installation of
the entire Community Antenna Television System will be completed and
available for service to subscribers in the various areas of the District.

(b)  The plan so submitted shall be binding upon the Grantee here-
under and no deviation therefor shall be permitted without the approval
of the Howard County Council by its Resolution.

(c)  The Company shall furnish the Council with written progress
reports indicating in detail the area of construction of the Community
Antenna Television System, the number of subscribers and locations re-
ceiving the Community Antenna Television Service, the number of schools
and public buildings receiving the service and the number of subscribers
and other locations who have received two-way capability. Such written
periodic reports shall be furnished at six (6) month intervals, the first
report to be made six (6) months from the effective date of a franchise
issued pursuant to this Act.

(d)   On or before each of the dates on which payments pursuant to
this Act are to be made, and within sixty (60) days after the expiration
or cancellation of a franchise, and at other such times as the Executive
shall designate, the Grantee shall furnish and deliver to the Executive
verified or certified reports of its business and operations hereunder and
gross receipts derived therefrom in such form and in such detail as the
Executive may prescribe.

(e)  Within five (5) days after the Grantee, its affiliates and/or sub-
sidiaries have filed a report, petition, or communication with any Howard
County or State or Federal agency pertaining to any aspect of operations
