fallow time on Howard County Channels. (j) At those daily time segments
during which no signals are transmitted on Education Channels, which
shall be allocated for educational and instructional use by appropriate
education authorities, the Grantee may utilize such channels for any pur-
pose consistent with the provisions of this Act, and FCC regulations.
Upon written request of the Grantee the appropriate education authorities
shall notify the Grantee in writing as far in advance as is practical of
any contemplated open time, if any, on Educational Channels, (k) In the
event of an emergency situation, as determined by the Executive or Coun-
cil, Howard County may interrupt signals otherwise being distributed by
the Grantee for the delivery of signals necessitated by such emergency.
(1) In the operation of its Community Antenna Television System the
Grantee shall not interfere in any way with the signals of any electrical
system located in a building which houses any part of the Community
Antenna Television System, and shall not deprive an inhabitant of any
building, by contract or otherwise, of any existing right he may have to
utilize an individual or master antenna for the purpose of receiving tele-
vision signals, (m) The Grantee shall furnish to its subscribers and cus-
tomers for all services, with no discriminatory or unreasonable delay in
the Grantee's installation of full service within the various neighborhoods
in the District, the best possible signals available under the circumstances
existing at the time, to the satisfaction of the Executive and shall provide
quality reception of its Basic Service to each subscriber so that both sound
and picture are produced free from visible and audible distortion and
ghost images on standard television receivers in good repair, (n) The
Grantee shall be permitted to engage in pay television subject to all rules
and limitations now and hereinafter to be promulgated by the FCC. The
compensation payable to Howard County shall be as set forth in this Act.
(o) In the operation of the Company Channel the Company shall provide,
on a non-discriminatory basis, a reasonable amount of free time to legally
qualified candidates for public office; such use shall be in accordance with
FCC rules and regulations, (p) Without charge the Grantee shall provide
all facilities, including studios and equipment, necessary to produce and
to pick up the one or two way signals of Education Standard and/or non-
standard Channels and/or locations and transmit such signals through-
out the Community Antenna Television System, or to a preselected number
of locations as the Executive and Education Authorities may from time
to time select, from a studio or studios whose location in the District
shall be designated by the Executive and Education Authorities for con-
sultation with the Grantee, (q) No additional service or two way capability
which infringes upon the privacy of individuals shall be permitted.

14.708. Conditions of Street Occupancy.

(a)   All transmissions and distribution structures, line and equip-
ment erected by the Grantee within Howard County shall be so located
as to cause minimum intereference with the proper use of streets, alleys
and other public ways and places and to cause minimum interference with
the rights and reasonable convenience of property owners who join any
of said streets, alleys or other public ways and places. The CATV system
shall be constructed and operated in compliance with all adopted local and
national construction codes.

(b)  The installation of the CATV system shall be in accordance with
the requirements of the National Electrical Safety Code of the American
Insurance Association (successor to National Board of Fire Underwriters)
and all applicable laws, ordinances, rules, regulations of the State of Mary-
