and instituting two-way capability equipment and services, or otherwise,
(h) The Grantee shall locate all offices, plants, maintenance and supply
depots, garages, studios, head-end and all other equipment, towers and
installations within the corporate limits of Howard County.

14.706    District.

The district shall be set forth in the franchise and the district shall
consist of an initial service area to be serviced at a time schedule to be set
forth in the franchise. In addition, the franchise shall provide that the
Grantee makes service available to a specified number of dwellings outside
of the initial service area, annually.

14.707    Operation

(a) Upon the reasonable request for service by any person located
within the District, the Grantee shall promptly furnish the requested serv-
ice to such person within thirty (30) days of a written application for
service. A request for service shall be unreasonable, for the purpose of
this subdivision, if occurring within two (2) years from the effective date
of a franchise and no trunk line installation capable of servicing that
person's area has yet to be installed, or, if occurring at any time and direct
access cannot be obtained to such person's premises and all other means
of access are highly impracticable, (b) As soon as possible, but in no event
later than one year from the effective date of franchise the Grantee shall
transmit over the Community Antenna Television System the signals of at
least thirteen television channels presently serving Howard County.

Dial locations shall be assigned as follows:

(1)  The dial location for those channels presently serving Howard
County shall correspond to the FCC assigned channel location, wherever
possible.

(2)  Where the FCC assigned channel location cannot correspond to
the Grantee's system because the channel is beyond the capacity of the
Grantee's system, the dial location shall be assigned by the Grantee subject
to the approval of the Executive.

(3)   The remaining channels shall be allocated as follows: three (3)
County Channels; three (3) Public Access channels; three (3) Educa-
tional channels; and, eight (8) Company channels. Dial locations for these
channels shall be assigned by the Grantee subject to the approval of the
County Executive.

(4)   Subject to FCC regulations, the Grantee may assign dial loca-
tions for distant signal channels, foreign language channels, pay or sub-
scription channels, and such additional services as the Grantee may from
time to time offer to the Company channels.

(5)   Any change in the approved dial location of any channel under
the provisions of the Section shall be subject to the approval of the
County Executive.

(c) As the Channel Capacity of the Community Antenna Television
System is increased beyond thirty (30) channels, new channels shall be
allocated in the following sequence: One (1) Howard County Channel,
One (1) Public Channel, One (1) Education Channel, One (1) Company
Channel. Every channel so designated shall be of technical quality equal
to the primary channels, (d) The Grantee shall transmit and deliver over
Howard County Channels the signals designated therefor by the Execu-
