2664 County Local Laws
BY THE AFFIRMATIVE VOTE OF TWO THIRDS OF THE MEMBERS
ELECTED TO THE COUNCIL, THE SAME SHALL TAKE EFFECT
FROM THE DATE OF ITS ENACTMENT.
This Bill, having been approved by the Executive and returned to the
Council, stands enacted on September 14, 1971.

An Act to repeal and re-enact with Amendments Section 1.117 J.g.
of Title 1 of the Howard County Code, Title "Administration", subtitle
"Personnel" clarifying legal holiday leave for public safety employees.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Section 1.117 J.g. of The Howard County Code, be and the
same is hereby repealed and re-enacted with amendments, to read as
follows:
Public Safety Employees shall be granted one additional day's leave
for each legal holiday allowed in the Merit Systems IF THEIR WORK
SCHEDULE IS, SUCH THAT THEY ARE UNABLE TO TAKE LEAVE
UPON THE SPECIFIC DAYS ESTABLISHED BY THIS ACT, TO THE
END THAT SUCH EMPLOYEES WILL BE GRANTED THIRTEEN
PAID HOLIDAYS EACH YEAR, OR THE EQUIVALENT THEREOF.
Section 2. Be it further enacted by the County Council of Howard
County, Maryland, That this Act shall take effect sixty (60) days after its
enactment.
This Bill, having been approved by the Executive and returned to the
Council stands enacted on August 3, 1971.

An Act to add new Sections 14.700 through 11.728 14.731 of the
Howard County Code titled "Licenses, Permits and Inspections", sub-
title "Cable Television Systems Franchise", establishing generally
the requirements for the issuance of a cable television franchise in
Howard County, the type of service to be afforded to subscribers,
and standards, therefor, the District or Area to be served, requiring
the reservation of a number of channels for educational and public
purposes establishing maximum rates to be charged subscribers com-
pensation to Howard County for the issuance of a franchise, PRO-
VIDING FOR A MONTHLY REPORT OF COMPLAINTS, PRO-
VIDING FOR EXPERIMENTS, PROVIDING FOR CASH DEPOSIT
AND A SECURITY BOND, PROVIDING FOR PAYMENTS OF
FINES, PROVIDING FOR A FRANCHISE PROCEDURE, PRO-
VIDING FOR AN ADVISORY BOARD, PROVIDING FOR A
SPECIAL FUND TO BE KNOWN AS 'THE PUBLIC SERVICE
COMMUNICATIONS FUND' requirements imposed upon the grantee
with respect to Howard County, civil penalties for violations of this
Act, and containing a severability clause.
