drivers as the case may be entitled to receive a written summons in all
violations under this Act. Such summons if issued by a Howard County
Police Officer or Constable and placed on an unattended vehicle shall be
sufficient to summons the owner of the vehicle.

(b) All fines payable in accordance with this Act shall be paid to and
collected by the Director of Finance of Howard County, and all sums so
collected shall be deposited in the General Fund of Howard County unless
otherwise required by the Public General Laws of Maryland.

21.108—Failure to Obey Summons

Upon failure of the person summonsed to appear in court as specified
or to pay the stipulated fine as noted on the summons, a notice shall be
mailed to him granting a new date of trial. Should the person so notified
fail to appear in compliance with the notice or pay stipulated fine, a
warrant may be issued for his arrest by a Judge of the People's District
Court for Howard County.

21.109—Failure to Obey Summons—Penalty

The failure to obey a summons duly issued in accordance with the
provisions of this Act shall be deemed a misdemeanor subject to a fine of
Twenty ($20.00) Dollars upon conviction by the People's District Court of
Howard County.

Section 2. And be it further enacted by the County Council of Howard
County, Maryland,
That this Act is hereby declared an emergency measure
and necessary for the immediate preservation of the public health, safety
and welfare and having been passed by the affirmative vote of two-thirds
of the members elected to the Council, the same shall take effect from the
date of its enactment.

This Bill, having been approved by the Executive, and returned to the
Council stands enacted on September 14, 1971.

AN ACT to enact new Sections 8.300 through 8.303, of the Howard
County Code, Title "Crimes and Misdemeanors", subtitle "Loitering", to
define certain proscribed conduct on public sidewalks and on commercial
premises and to provide penalties for violations of the provisions of this
Act, AND FURTHER DECLARING THIS ACT TO BE AN EMER-
GENCY MEASURE.

Section 1. Be it enacted by the County Council of Howard County,
Maryland,
That Sections 8.300 through 8.303, be and they are hereby added
to Title 8 of the Howard County Code, "Crimes and Misdemeanors" subtitle
"Loitering" to read as follows:

8.300—Definitions

As used in this Section SUBTITLE, the following words shall have
the meanings set forth below:

(a) Loiter

To idle, stand, remain, gather or be a member of a group or crowd of
people who are gathered together on any commercial premises without
