Estimates," be and it is hereby repealed and re-enacted, with amend-
ments, all to read as follows:
Article 25
1.
The county commissioners of each county in this State are de-
clared to be a corporation and shall have full power to appoint
road supervisors, collectors of taxes, trustees of the poor, a clerk
to their board, except that in Frederick County, the clerk to the Board
of County Commissioners shall be known as the Administrative As-
sistant to the Board and all other officers, agents and servants
required for county purpose not otherwise provided for by law or
by the Constitution, and they shall have charge of and control over
the property owned by the county, and over county roads and
bridges, and whenever in their opinion the public interests require
or will be thereby advanced, may commit the whole matter of
grading and constructing public roads and the repairs thereof, and
the construction and repair of public bridges to the charge of com-
petent and scientifically educated civil engineers, who shall direct
and manage all such public works under the immediate control of
said county commissioners, and who shall hold office for such time,
with such salary, under such bond and subject to such regulations
as may be directed by the said county commissioners from time to
time, and calculated to secure competent officers and a faithful dis-
charge of duty.

During the month of April of each year, the county commissioners,
in addition to their functions as such body as now fixed by law,
shall be and they are hereby constituted the board of estimates for
the county. The [clerk] Administrative Assistant to the board of
county commissioners shall also act as secretary and clerk to the
board of estimates.
SEC. 2. And be it further enacted, That wherever the term "clerk"
in reference to the clerk to the Board of County Commissioners of
Frederick County shall appear either in the Annotated Code of
Maryland or in the Code of the County of Frederick, Maryland, it
shall mean the Administrative Assistant to the Board of County Com-
missioners of Frederick County.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1972.
