Section 6. And be it further enacted, That this Ordinance shall
become effective only after the entire Subtitle and Zoning Maps are
adopted and become effective and Chapter 35 of the Anne Arundel
County Code (1967 Edition and Supplements), Title "Zoning", Art-
ticles I through V, inclusive, respectively titled "In General", "Dis-
tricts", "Board of Appeals", "Off-Street Parking and Loading Spaces
Generally" and "Signs and Outdoor Advertisements Generally", and
Article VI of said Chapter (as enacted by Bill No. 4-65), are repealed.

AN ORDINANCE to repeal and re-enact with amendments, Section
13-360, Rule XII of the Anne Arundel County Code (1967 Edition
and Supplements), Title 13, "Planning and Zoning", Subtitle 3,
"Zoning Regulations", Article VI, "Zoning Hearing Officer", elim-
inating any and all pre-hearing procedures of any nature before
the Zoning Hearing Officer upon any application pending or
proposed.

Section 1. Be it enacted by the County Council of Anne Arundel
County, Maryland,
That Section 13-360, Rule XII of the Anne
Arundel County Code (1967 Edition and Supplements), Title 13,
"Planning and Zoning", Subtitle 3, "Zoning Regulations", Article VI,
"Zoning Hearing Officer", be, and it is hereby repealed and re-enacted
with amendments, to eliminate any and all pre-hearing procedures of
any nature before the Zoning Hearing Officer upon any application
pending or proposed to read as follows:

"Rule XII—Pre-hearing procedures. There shall be no pre-hear-
ing procedures before the zoning hearing officer; and no party, person,
firm, corporation or
[nor] any attorney, spokesman or representa-
tive of any party shall communicate ex parte or confer privately
with the zoning hearing officer concerning any application pending or
proposed. Any information sought by an applicant, or a party or a
member of the public shall be directed to the planning and zoning
office and its representatives and not to the zoning hearing officer.
Once the file has been transmitted by the planning and zoning office
to the zoning hearing officer, no representative of the planning and
zoning office shall communicate ex parte or confer privately with the
zoning hearing officer with respect thereto. Any person who violates a
provision of this section shall be guilty of a misdemeanor and shall,
upon conviction, be punished by a fine of not more than one thousand
dollars or by imprisonment for not more than six months, or by
both such fine and imprisonment."

Section 2. And be it further enacted, That in accordance with
the provisions of Section 21-31 of the Anne Arundel County Code
(1967 Edition and Supplements), Title 21, "General Provisions, Pen-
alties and Rules of Interpretation", Subtitle 3, "Rules of Interpreta-
tion", the catchlines or section headings of the several sections of this
