television signal distribution rates. When his franchise takes effect
the franchisee shall have authority to charge and collect not to
exceed the following schedule of rates, which shall remain in effect
until changed or modified in accordance with the general standards
set out in this Section:

(b) In its rates, charges, service facilities, rules, regulations,
or in any other respect, the franchisee shall not make or grant any
preference or advantage to any person, nor subject any person to
any prejudice or disadvantage, provided that nothing in this Article
shall be deemed to prohibit the establishment of a graduated scale
of charges and classified rate schedules to which any customer coming
within such classification would be entitled. Nothing herein shall be
construed to limit the order of areas of construction which shall be
within the discretion of the franchisee.
Section 12-1723.
(a) The franchisee shall provide a minimum of ten (10
channels available to its customers at any one time, provided
satisfactory reception of a minimum of ten (10) channels is available
in the area.
(b) The antenna, receiving and distribution equipment shall
be installed and maintained so as to provide pictures on subscriber
receivers throughout the system essentially of the same quality as
those received at the antenna site.
(c) Installation and maintenance of equipment shall be such
that standard NTSC color signals shall be transmitted with full
fidelity to any subscriber color receiver. The franchisee shall main-
tain its service in accordance with such reasonable standards regard-
ing uniformity of transmission, noise levels, and channel signal
voltages as may from time to time be established.
(d) Whenever it is necessary to shut off or interrupt service
for the purpose of making repairs, adjustments or installations, the
franchisee shall do so at such times as will cause the least amount of
inconvenience to its customers and unless such interruption is un-
foreseen and immediately necessary, it shall give reasonable notice
thereof to its customers.
