incorporated herein by reference as if fully set forth. The purposes
of this district are to protect the shore line, provide slips and parking
places for boats; to patrol private beach areas, private roads, prevent
rowdyism, civil disturbance, vandalism and trespassing; to provide
jetties for the bathing area and nets to protect bathers from jellyfish
and nettles; to provide lights for the private areas; to maintain
private roads, including scuffing, ditch cleaning and branch removal,
and snow removal; to establish and maintain a recreation area for
the private use of the property owners; to provide funds to maintain
Community Association Building and to provide for the expenses
necessary to administer the above services.

Section 2. And be it further enacted, That this Ordinance shall
take effect forty-five (45) days from the date it becomes law.

Bill No. 16-71

AN ORDINANCE to add new Sections 13-350 through 13-350.2,
inclusive, and Sections 13-352 through 13-352.35, inclusive, to the
Anne Arundel County Code (1967 Edition and Supplements), Title
13, "Planning and Zoning", Subtitle 3, "Zoning", to follow immedi-
ately after Section 13-320.6 thereof (as enacted by Bill No. 44-70),
under the new Article XI, "Special Exceptions", setting forth the
various types of uses by special exception; the standards and
limitations thereof; providing for the adoption of zoning maps;
authorizing the renumbering of such sections of this Ordinance
as may be necessary or desirable when additional sections of this
Subtitle are adopted; providing that this Ordinance shall become
effective only after said Subtitle and maps are adopted and become
effective, and the existing zoning laws are repealed; and matters
generally related thereto.

Whereas, the Charter of Anne Arundel County, Maryland, pro-
vides that the life of a bill is ninety-five (95) days; and

Whereas, it is impractical and unrealistic to attempt to have
intelligent and meaningful public hearings on a complete Zoning
Ordinance within said ninety-five (95) day period, it is the intent of
the County Council of Anne Arundel County, Maryland, to adopt
Subtitle 3, "Zoning", in sections, no section becoming effective until
the complete subtitle is adopted.

Section 1. Be it enacted by the County Council of Anne Arundel
County, Maryland,
That new Sections 13-350 through 13-350.2, inclu-
sive, and Sections 13-352 through 13-352.35, inclusive, be and they
are hereby added to the Anne Arundel County Code (1967 Edition
and Supplements), Title 13, "Planning and Zoning", Subtitle 3, "Zon-
ing", to follow immediately after Section 13-320.6 thereof (as enacted
by Bill No. 44-70), under the new Article XI, "Special Exceptions",
to read as follows:
