On MOTION of Mr. Babylon, seconded by Mr. Eckard and duly passed,
the Public Works Department was authorized to proceed with engineering
required to extend sewer main on Kemper Avenue.

NEW BUSINESS:

Mayor Hahn announced the Police Department Inspection has been
scheduled for September 25, 1971, at 2:30 p.m. Inspecting Officer to be Lt.
Col. Woodrow W. Corbin of the Maryland State Police.

Mr. Dell briefly explained proposed redevelopment of the existing
playground, utilizing available Federal and State grants.

Mayor Hahn reported Mr. Zinn appeared before the State Senate
Finance Committee in support of municipality Revenue Sharing Bills, spon-
sored by the Maryland Municipal League.

Outdoor water meter reading registers are to be provided on all new
meter installations, with the cost thereof included in payment by applicant
of the existing connection charge, on MOTION of Mr. Eckard, seconded
by Mr. Babylon and duly passed.

Mr. Eckard suggested forming a squad of off-duty policemen to patrol
City streets and parking lots intermittently, utilizing the element of sur-
prise, in conjunction with an instant communications system, to curtail
increasing illegal activity.

Issuance of parking meter permits was referred to the Public Safety
Committee for consideration.
