Monday in May for the office or offices so tied. The terms of all elective
officers shall begin on the first Monday in June next succeeding the elec-
tion. The Mayor of said town shall serve for two years, and until his suc-
cessor qualifies, Councilmen for two years and the treasurer for two years
and until his or their successor or successors shall qualify.
No person shall be elected to the office of Mayor for more than two con-
secutive terms of two years each.
No elected official or appointed official of the Town of Riverdale shall
be allowed to retain and will thereby immediately forfeit his elected office
or appointed office, [if] when said elected official or appointed official be-
comes a bona fide, registered candidate for an elective office, other than
his incumbent office, in the Town of Riverdale; no hired employee of the
Town of Riverdale shall be allowed to register as a candidate for or seek
election to an elective office in the Town of Riverdale without first resign-
ing from his said employment.
Section 63-17. Duties.
The Mayor of said town shall be the executive officer thereof and have
all the rights and power and authority of a justice of the peace for Prince
George's County within said town limits and shall have all the powers
necessary to secure enforcement of all ordinances of said town. Said Mayor
shall preside at all Council meetings but shall have no vote with the
Councilmen in said meetings except in case or cases of a tie vote, in which
case the Mayor shall have the right to vote. Upon the death, resignation
or removal from the corporate limits hereinbefore set forth of the said
Mayor, [a Mayor shall be elected in the stead of such Mayor to serve until
the Mayor chosen at the next election shall qualify.] the Common Council
shall have the right and power to select a Mayor who shall serve for the
unexpired term.
Death, resignation or removal from the town limits shall ipso facto
disqualify the Mayor or any other elective or appointive official of said town.
Section 63-19. Additional power.
(7) To insure the observance of the ordinances of the Town of River-
dale the Mayor and Council shall have power to provide that violation
thereof shall be a misdemeanor or unlawful and shall have the power to
affix thereto, penalties of a fine not exceeding $500 or imprisonment for
not exceeding 90 days or both such fine and imprisonment. Any person sub-
ject to any fine, forfeiture or penalty by virtue of any ordinance passed
under the authority of this Charter or the state law shall have the right of
appeal as provided by the general law of the state. If the violation is of a
continuing nature and is persisted in, a conviction for one violation shall
not be a bar to a conviction for a continuation of the offense subse-
quent to the first or any succeeding violations.
(8) The Mayor and Common Council shall have the power to appoint
any such Appeal Board required by any ordinance.
