as [they] the Council may agree upon. [, and such compensation shall
not be limited to the amount prescribed by Section 18 of this Charter,
or to the manner provided therein for letting such municipal work.]

[SECTION 21. SEWERAGE SYSTEM.]

c.   Sewerage and Drainage Systems. The [Mayor and] Council [of
New Carrollton are hereby fully authorized and empowered to] may con-
struct, establish, and maintain in working order, a sewerage system in
the City of New Carrollton, if facilities of the Washington Suburban
Sanitary Commission are not available, for the collection, transmission,
and disposal of drainage and [sewerage] sewage from the houses and
other buildings, and cesspools, wells, sinks, and other receptacles for
[sewerage] sewage drainage, etc., in [said Town,] the City, including
also, if the [Mayor and] Council shall at any time [so determine,] re-
quire for the protection and maintenance of any public street, sidewalk,
or other public facility or improvement, facilities for the collection, trans-
mission and disposal of
storm water and other drainage from the streets,
lanes, roads, and alleys thereof.

[SECTION 23. PARKS AND RECREATION.].

d.   Parks and Recreation. The [Mayor and] Council [of New Car-
rollton] may create, establish, develop, equip, light, and otherwise main-
tain for public use of the citizens of the City, [of New Carrollton,] such
parks, playgrounds, and parking space and facilities as they may from
time to time determine to be necessary and proper to serve the needs of
the [Town,] City, the cost thereof to be a general expense of the munici-
pal government, and payable out of general tax funds.

[SECTION 9. POLICE.]

e.   Police. The [Mayor and] Council may authorize the Mayor to
appoint [and fix the compensation of] one or more police officers from
time to time as they may deem necessary to carry out the provisions of
this Charter. The compensation of such officers shall be fixed by the
Council. Such officers shall preserve the peace, enforce all ordinances,
serve all notices and processes, and perform such other lawful duties as
the Mayor [and Council] shall direct, and for these purposes [the] said
officers are hereby vested with the same powers as are now possessed by
the members of the Prince George's County Police [Force] Department,
within the corporate boundaries of the City, [of New Carrollton,] and in
addition [,] thereto, they shall have the authority to transport persons
arrested to the nearest committing Magistrate in and for Prince George's
County, and thence to the nearest place of commitment, as directed by
said Magistrate. The Council may also authorize the Mayor to contract
with Prince George's County for the provision of additional County police
protection in the City.

[SECTION 10. HEALTH.]

f. Health, [a. Duties.] The [Mayor and] Council shall have the
same power as the State Board of Health, within the corporate limits of
the [said Town,] City, and may pass such ordinances as it may deem
necessary for the preservation of the health of the residents of the [Town]
City to remove all nuisances from, and to prohibit all business within
the corporate limits thereof, as shall in its opinion affect the sanitary
