[ballots] votes cast at the election shall be declared duly elected [as Mayor
for the ensuing two years, or until his successor is duly elected and quali-
fied.] to the office of Mayor. At the election held during every even-num-
bered year, the two candidates for Councilman receiving the highest
number of votes cast at the election shall be declared duly elected to the
office of Councilman, and at the election held during every odd-numbered
year, the three candidates for Councilman receiving the highest number of
votes cast at the election shall be declared duly elected to the office of
Councilman. In the event that vacancies on the Council would require that
one or more additional Councilman be elected at an annual election to a one-
year term to maintain a full five-man Council, the candidate or candidates
for Councilman receiving the next-highest number of votes cast at the elec-
tion, after those candidates elected to the regular two-year terms on the
Council, shall be declared elected [as Councilman for a one-year term on
the basis of highest number of votes received in the general election.] to
the office of Councilman for the one year term or terms. In the event of a
tie vote for any elective office, a run-off election between the tied candidates
shall be conducted not later than thirty days from the date of the election
in which the tie vote occurred.
[6d.] 7e. Corrupt [practices.] Practices. All the provisions of the
Public General Laws of [this State] Maryland now in force or hereafter en-
acted relating to the determination of elections, providing penalties for
illegal registration, illegal voting, corrupt practices and requiring reports
of the expenditure of money in connection with any election shall be and
hereby are made applicable to all elections held under the provisions of this
Charter.
New Carrollton Charter Amendment No. 71-3
An amendment to the Charter of the City of New Carrollton, Prince
George's County, Maryland, to amend Section 11 of the Charter entitled
"General Powers" to add specific provisions for the adoption of ordi-
nances, to add provisions for the veto of ordinances, and to remove provi-
sions pertaining to Community Antenna Television Systems; to combine
with said provisions the provision of Section 24, entitled "Ordinances:
Violations," and Section 25 entitled "Same: Certified Copies," and to
renumber Section 11 as Section 10.
SECTION [11.] 10. GENERAL POWERS.
a. Ordinances and Licenses. The [Mayor and] Council shall have
the power to enact all just and reasonable ordinances, resolutions, and
other regulations consistent with the laws of [this State,] the State of
Maryland, to make effective all of the provisions of this Charter, to pro-
vide the [Town] City with good government, to preserve the public
order, and to safeguard the health, morals, and general welfare of [its
citizens;] the citizens of the City, [to] The Council may license, in a
manner and in such incidents consistent with the Public General and
Public Local Laws of Maryland, for the purposes of [regulations] regu-
lation and/or revenue and to protect the health, safety, and morals of
the citizens of the [Town] City, all and every kind of business transacted
or carried on within the [Town] City, and to fix the rate of licenses upon
the same and to provide for the collection thereof by suit or otherwise.
b. Ordinances: Adoption and Amendment. Any proposed ordinance
or proposed amendment to an existing ordinance shall be introduced for
