2272                               Municipal Charters

approval of the Council. Before removal, the member of the Board of Elec-
tions to be removed shall be given a written copy of the charges against
him and shall have a public hearing on [them] said charges before the
[Mayor and] Council if he so requests within ten days after receiving the
written copy of the charges against him.

5 [d. Board of Elections—duties.] b. Duties. The Board of Elec-
tions shall be in charge of the registration of voters, nominations for pub-
lic office,
and all City elections. The Administrative Officer of the City
shall serve as Secretary to the Board. The Board may appoint election
clerks to assist it in its duties.

[5f.] 6b. Registration. There shall be a registration of qualified per-
sons not registered to vote during normal business hours at City Hall. Regis-
tration may be conducted
[and] at other places within the City and at
other times
as designated by the Board of Elections, [during the first full
week of April in every year and] Registration will be conducted in the
City Hall
on the Friday of the first full week of April of every year from
7:00 p.m. to 9:00 p.m. If necessary for the performance of registration or
the convenience of the citizens of the City, the Mayor may designate addi-
tional days as special registration days. Registration shall be permanent
, except that the Board of Elections may remove persons from the City
registration list as provided in Section 6c. of this Charter,
[and no person
shall be entitled to vote in City Elections unless he is registered.]

6c. Removal. It shall be the duty of the Board of Elections to keep the
City registration list up to date by striking from the lists any persons
not voting in at least one of the last three prior consecutive City general
elections. The Board of Elections shall notify by mail all persons so re-
moved from the City registration list, and said notice of removal shall set
forth a time and a place at which persons so removed may appeal this
action to the Board of Elections.
The Council is hereby authorized and di-
rected to adopt [,] by ordinance, and [to enforce] the Mayor shall enforce,
any provisions necessary to establish and maintain a system of perma-
nent registration, and to provide for a re-registration when necessary.

[5g.] 6d. Appeal. If any person shall feel aggrieved by the action of
the Board of Elections in refusing to register any person, or in striking off
the name of any person from the registration list, or by any other action,
such person may appeal to the Council. Any decision or action of the
Council upon such appeals may be appealed to the Circuit Court for Prince
George's County within thirty days of the decision or action of the Council.

6e. Notice of Registration. The Board of Elections shall give notice
of [every annual registration period and] every special registration day
by an advertisement published in at least one publication of general circu-
lation within the City once between fourteen and twenty-one days prior
to the [registration period or] special registration day. The Board of
Elections shall also post notice of [every election day,] every special reg-
istration day [, and the annual registration period] in some public place or
public places in the City.

SECTION [6.] 7. [CONDUCT OF] ELECTIONS.

7a. [Procedure.] Conduct and Procedure. All elections to fill the
office of Mayor and/or Councilman shall be on a non-partisan basis, shall
be by secret ballot, and shall be held on the first Monday in May of every
year. No person shall be allowed to vote in any City election [in said
Town] except those persons whose names shall appear upon the [register
