2270                               Municipal Charters

SECTION 4. QUALIFICATIONS OF OFFICERS.

Each elective officer of [said Town,] the City, and the Treasurer ap-
pointed by the Mayor [and Council], shall be a freeholder, or the spouse of a
freeholder, owning real estate within the corporate limits of the City of
an assessed value of at least Eight Hundred Dollars ($800) either indi-
vidually or with his or her spouse,
shall have attained the age of at least
twenty-five years, must be a citizen of the United States and a resident of
the [State of Maryland,] City of New Carrollton, and must be a registered
voter of said State and of said City. [Each such elective officer, and the
Treasurer must continuously during his term of office, either individually
or with his or her spouse, own real estate within the corporate limits of
the Town of an assessed value of at least Eight Hundred ($800) Dollars.]
Each such officer shall retain throughout his respective term of office [,]
all of the qualifications necessary for his election or appointment, and the
failure to retain all of such qualifications shall ipso facto cause a forfeiture
of office, and the [Mayor and] Council shall proceed forthwith to fill said
vacancy. [The Mayor shall not hold any other office of the corporation dur-
ing his term of office.]

SECTION [7.] 8. COUNCIL [,] MEETINGS.

The [Mayor and] Council [as hereby constituted,] shall meet in
some convenient place in the City on the third Wednesday of each month,
[after the effective date hereof,] and at such other times as may be re-
quired
to [carry on] conduct the business of the [Town Government.]
City. [Beginning on the third Monday of May, 1954, and continuing on
the third Wednesday in each month thereafter, the Mayor and Council
shall meet at some convenient place within the Town for the transaction
of such business as may come before the regular meetings.] Three Coun-
cilmen [or two Councilmen and the Mayor] present at any meeting shall
constitute a quorum for the transaction of business. [The Mayor may vote
on any motion proposed.] The [Mayor and] Council shall [pass] adopt
rules and regulations consistent with the provisions of this Charter for
their own government while in session.

SECTION [8. TREASURER.] 9. TREASURER'S DUTIES.

[a. Duties. It shall be the duty of the Town Treasurer to collect and
receive all taxes and other monies of and due to the Town of New Carrollton.
He shall deposit all Town funds coming into his hands, together with all
interest thereon in such depository as the Mayor and Council may select.
The Treasurer shall make all disbursements of Town funds and shall
not disburse or dispose of any of the Town funds coming into his hands
as such except by check duly signed by him as Treasurer and counter
signed by the Mayor, pursuant to resolution of the Mayor and Council.]
The Treasurer of the City shall establish a general accounting system for
the City in such form as the Council may require, not contrary to State
law. He shall supervise expenditures to assure that budget appropriations
are not exceeded. He shall have custody of all public moneys belonging
to or under the control of the City, except as to funds in the control of any
set of trustees, and have custody of all bonds and notes of the City. He shall
disburse City funds by check duly signed by him as Treasurer and counter-
signed by the Mayor, pursuant to a resolution of the Council. He shall sub-
mit to the Council at the end of each fiscal year, and at such other times as
the Council may require, a complete financial report on the accounts of
the City. He shall ascertain that all taxable property within the City is
assessed for taxation. He shall collect all taxes, special assessments, license
